Alejandro Axel and Francelia Hernández will be the heads of the IJCF and the CEEAVJ

Following the meeting held on Monday with groups of families searching for their missing relatives to review the shortlist of candidates for the positions of the Jalisco Institute of Forensic Sciences (IJCF) and the Jalisco State Commission for Victim Assistance (CEEAVJ) , Pablo Lemus Navarro, Governor of Jalisco, appointed the figures who will be in charge.
Alejandro Axel Rivera Martínez will be the new head of the IJCF , while Francelia Hernández Cuevas will be the new head of the CEEAV .
"These appointments were made in accordance with the powers of the State Executive and are the result of a process of constant dialogue with groups searching for missing persons and independent searchers," the state government said in a statement.

To create the lists, he recalled, the SEA Social Participation Committee carried out an evaluation process and generated a score for each candidate; the two best-qualified profiles were included in each list and the third profile was voted on freely last Friday by the groups and independent searchers.
During the evaluation process, the authorities held a meeting with the groups and the CPS to analyze the profiles and evaluate the candidates.
The shortlist for the election of the head of the Jalisco Institute of Forensic Sciences included Carlos Daniel Barba Rodríguez, Alejandro Axel Rivera Martínez and Mario Aguayo Arechiga.
For the election of the head of the Technical Secretariat of the State Commission for Attention to Victims of the State, the shortlist was made up of Francelia Hernández Cuevas, Juan Carlos Benítez Suárez and Lucía Almaraz Cazares.
"The lists of candidates presented to the Governor included profiles evaluated in consensus with collectives and independent searchers, highlighting the commitment to justice, transparency and institutional strengthening in Jalisco," the statement said.

Who are the new leaders?Axel Rivera Martínez, the new head of the IJCF , is a graduate of the Medical Surgeon program from the University of Guadalajara ( UdeG), with a postgraduate degree in Pathological Anatomy, and has a solid professional career that positions him as a reference in the forensic and academic fields.
He was Director of the Forensic Medical Service of the IJCF from 2020 to 2024 and served as Technical Operational Coordinator of the SEMEFO at the IJCF between 2019 and 2020.
He was an expert in Forensic Pathology at the Forensic Medical Service of Guadalajara (2006-2004), as well as a professor at academic institutions such as the Universidad del Valle de Atemajac (UNIVA) and the Tecnológico de Monterrey.
Francelia Hernández Cuevas has more than 20 years of experience in the Attorney General's Office and the State Prosecutor's Office, with various positions.
She holds a degree in Law, a Master's degree in Public Security and Administration of Justice, and a PhD in Law. She was head of the Jalisco Commission for the Search for Persons between 2019 and 2022, as well as General Coordinator of the AMBER Alert from 2015 to 2019.
These appointments are a fundamental step towards strengthening the institutions responsible for justice and victim care in the state, highlighting the State Government's commitment to transparency, participation and the construction of a government that is close to the needs of the people of Jalisco.
