Starting today, you can request 10 grants from Ventanilla de Bienestar: up to $45,000
Starting today, Tuesday, Yucatecans of legal age who are heads of household and live in poverty can request 10 supports from Ventanilla de Bienestar , which will deliver a maximum of $45,000 per person , reports the head of the Secretariat of Welfare (SB) of Yucatán, Fátima del Rosario Perera Salazar .
The official signed the Welfare Agreement 02/2025 Operating Rules of the subsidy or aid program called Ventanilla de Bienestar , which was published yesterday afternoon in the Official Gazette of the State of Yucatan (DOEY) and will be in force only from today, February 25, to December 31, 2025.

According to this Agreement, applications for support must be submitted to the SB Welfare Management Directorate , which executes the Welfare Window program .
In the SB organizational chart , consulted today, there is no Directorate of Management for Welfare.
There is a Citizen Management Department, headed by Cielo Carolina Bonilla Quintal. The office is located at 518 on 64th Street between 65th and 67th in downtown Merida . Its phone number is (999)-930-3170 (extension 11030 ).
Property 518 is the building where the Yucatán Newspaper Library operated, then the Ministry of Social Development (Sedesol) and now the State Welfare Ministry .
At this office, the staff provides the application form for assistance, which the person must fill out, sign and accompany with the following other documents or procedures, if applicable:
1) Transportation expenses : request for support from the beneficiary to purchase a public service ticket.
2) Medical expenses: request for support explaining the need for support and, if possible, the cost of medicines, medical examinations or hospitalization expenses.
3) Orthopedic expenses due to disability: request for support explaining the need for support and, if possible, the quote for the wheelchair, cane, prosthesis, orthosis, hearing, visual or motor support device, among others, required for the care of a temporary or permanent disability.
4) Expenses to obtain prescription lenses: request for support explaining the need for support and, if possible, the quote for the lenses requested.
5) Funeral expenses: request for support explaining the need for support, and if possible, the medical certificate of death or death certificate.
6) Expenses for the purchase of sheets: request for support explaining the conditions of your home, if necessary, allowing the Secretariat staff to carry out inspection visits.
7) Expenses for obtaining a water tank : request for support explaining the lack of the above-mentioned support, if necessary, to allow the Secretariat staff to carry out inspection visits.
8) Expenses for obtaining an ecological stove: request for support explaining the lack of the above-mentioned support, if necessary, to allow the Secretariat staff to carry out inspection visits.
9) Expenses for damaged housing: request for support explaining the incident or loss that occurred, as well as the condition of your home or personal property and the support you require with respect to these, as well as allowing SB staff to carry out inspection visits if necessary.
10) Extraordinary expenses: request for support explaining the emergency situation and the support required, as well as allowing the Secretariat staff to carry out inspection visits if necessary and request additional information or documentation related to this.
If the application is approved, the person is informed of the day, time and place of delivery of the support, which may be immediate or deferred.
If it is not approved, the person will be given a fictitious refusal , that is, they will not be given an answer.
Support for extraordinary expenses is approved by the Technical Committee of the program , which is made up of the following five people:
- The heads of the SB (Fátima Perera) as president , and of the Undersecretariat of Planning, Economy and Social Infrastructure (Joaquín Humberto Xuffi Cárdenas) as technical secretary .
- Three members : the directors of Management for Wellbeing (Cielo Bonilla), Administration and Finance (René Alberto Martínez Domingo), and Legal (Alfonso Díaz Herrera).
The Ventanilla de Bienestar program does not issue a call for applications because it is carried out continuously, so people can submit their applications at any time , from today to December 31. The maximum support per person is $45,000 .
The requirements to be a beneficiary are the following:
- Be 18 years old or older.
- Be of Mexican nationality.
- Being in moderate poverty, extreme poverty or in a situation of vulnerability.
- Reside in Yucatan.

Moderate poverty : a person who is neither in poverty nor in extreme poverty, but whose total income does not allow them to meet their basic needs.
Extreme poverty: the total income is insufficient to buy the basket that allows the person to satisfy his or her food needs and, in addition, the person has three or more social deficiencies. According to Coneval , there are six deficiencies in total: educational lag, access to basic services in the home, quality and space in the home, access to health services, access to social security and access to food.
Vulnerability situation : the population that, due to different factors or a combination of them, faces situations of risk or discrimination that prevent them from achieving better standards of living and, therefore, require the attention and
government investment to achieve their well-being.
