How many roads will be deconcessioned in the coming years?

During Gustavo Petro's administration, three concessioned highway projects have been reversed, and seven more will be added over the next 10 years, the National Infrastructure Agency (ANI) reported.
Thus, the ANI recalled that the three concessions that have reverted to the National Institute of Roads (Invías) are: Facatativá – Fontibón - Los Alpes (March 2024, First Generation), Córdoba - Sucre (April 2025, Third Generation) and Bucaramanga - Pamplona (June 2024 due to early termination, Fourth Generation).
" Currently, the entity has four concession contracts underway, belonging to the so-called First Generation (1G), whose start-up periods are between 1994 and 1997. These projects are in the final phase of their contractual cycle and are scheduled to enter the reversion phase between 2026 and 2031 ," reported ANI.

The four contracts that are still under concession are:- Road development in eastern Medellín - Devimed.
- Road development Armenia - Pereira - Manizales.- Santa Marta – Riohacha - Paraguachón.
- Bogotá (El Cortijo Bridge) - Siberia - La Punta - El Vino - La Vega - Villeta.

" It is worth noting that the entity rigorously monitors each of these contracts to ensure an orderly and transparent reversal process that preserves the public interest ," explained Roberto Uparela, Executive Vice President of ANI.
Regarding the seven projects awarded by ANI that would enter the reversion process in the next 10 years, the entity stated that " they have played a fundamental role in the development of the country's road infrastructure and are part of the First, Third, and Fourth Generations ."

Currently, two Third Generation (3G) concession contracts are under ANI's administration. These contracts were initiated between 2002 and 2011 and will continue to operate according to their contractual schedules. These contracts are expected to be reverted between 2031 and 2036.

These are the Briceño – Tunja - Sogamoso and Ruta del Sol - Sector 3 highways.
" The First Generation (1G) and Third Generation (3G) concession projects currently underway are the next to reach the end of their contractual terms. This is because these contracts were signed in the 1990s, in the case of 1G, and in the 2000s, for 3G, so their contractual validity is about to end in accordance with the terms initially established ," explained the ANI.

Regarding the 29 Fourth Generation (4G) contracts and the six Fifth Generation (5G) projects currently managed by ANI, " it is important to highlight that their signing dates cover the period between 2014 and 2023, with contractual terms established between 25 and 30 years. For this reason, these projects are not close to completion ."

" However, there is currently one significant exception within the 4G program: the Perimetral del Oriente project in Cundinamarca. An international tribunal ordered the early termination of Concession Contract No. 002 of 2014, effective December 19, 2024. Consequently, said contract has formally entered the reversion phase, a period during which the concessionaire retains contractual responsibility for operating the concessioned corridor until its official handover to the corresponding entities ," the entity concluded.
