Brugada Strengthens Security in Car Sales in Iztapalapa

Mexico City.- Mayor Clara Brugada Molina led the reopening of the Safe Vehicle Purchase Module in Iztapalapa on June 9. This initiative, in collaboration with the Mexico City Attorney General's Office, seeks to provide a safe space for car sales transactions and combat vehicle theft and fraud.
In an effort to combat vehicle fraud and theft in Mexico City, Mayor Clara Brugada Molina, along with Bertha Alcalde Luján, head of the Mexico City Attorney General's Office (FGJCDMX), reopened the Secure Vehicle Purchase Module, strategically located in the Iztapalapa borough, this Monday, June 9.
The main objective of this renovated space is to provide citizens with a reliable environment for conducting car sales transactions, minimizing the risks associated with these transactions, especially those initiated through online platforms or marketplaces.
The Vehicle Identification Module, which operates 365 days a year, offers a free service that allows buyers and sellers to conduct transactions with greater peace of mind. The initiative is part of the Cabinet's broader strategy for Peacebuilding in the capital.

The procedure in the module is designed to verify the legality of the vehicles and the identity of the parties involved:
- Presentation of Documents: Both the seller and the buyer must present specific documentation. The seller must prove ownership of the vehicle (original invoice or current invoice letter, vehicle registration card, proof of payment of vehicle taxes) and a valid government-issued ID. The buyer must show a valid government-issued ID and proof of address.
- Physical and Document Inspection: Specialized personnel perform a physical inspection of the vehicle to verify serial numbers and specifications. At the same time, official databases (such as the Public Vehicle Registry – REPUVE) are consulted to confirm that the vehicle has not been reported stolen or has any legal irregularities.
- Manifest Letter and Authorization: Both parties sign a manifest letter and an authorization document, with which the module staff formalizes the database query.
- Opinion: If the inspection is satisfactory and the legality of the vehicle and ownership are confirmed, a receipt is issued, confirming the transaction. If ownership is not confirmed or a serious irregularity is detected, the vehicle may be seized and the competent authorities notified, while the seller may withdraw.
- Video surveillance: The entire procedure is recorded using a closed-circuit video surveillance system for greater transparency and security.
One of the main motivations behind the reinforcement of these modules is the increase in fraud and theft associated with vehicle sales arranged online, particularly on marketplaces and social media. Criminals often summon their victims to unsafe locations to rob them of their money or the vehicle.
The Secure Purchase Module offers an alternative for completing these transactions in a controlled environment under the supervision of trained personnel, deterring criminal activity and protecting citizens' assets. The Head of Government emphasized the importance of using these spaces to avoid becoming a victim of crime.
The remodeling and implementation of this module in Iztapalapa is part of a series of actions the Mexico City government is implementing to improve security. Clara Brugada has emphasized that her administration focuses on territorial management, not desk-based management, seeking to guarantee the well-being and peace of the capital's residents.
Other initiatives mentioned in the context of her administration include programs such as "Ciudad que Late y Produces Salud" (City that Beats and Produces Health) , strengthening the police force with a gender focus (almost 30% of the force are women), and pothole-repairing programs such as "Megabachetón" (Megabachetón) , all aimed at improving the quality of life in the city.
The city's Attorney General's Office, for its part, reaffirms its commitment to combating property crimes, such as vehicle theft and fraud, working in coordination with the city government to offer tools and services that prevent these crimes and facilitate their reporting.
It is hoped that this Safe Vehicle Purchase Module model can be replicated or strengthened in other municipalities to expand its coverage and benefits to a greater number of citizens.
