Housing. MaPrimeRénov': reopening on September 30, reduced subsidies... the new rules revealed

We know more about the return of the MaPrimeRénov' scheme. The Ministry of Housing announced on Tuesday that the application window for comprehensive energy renovation assistance will reopen on September 30, after a summer suspension , but only for a maximum of 13,000 new applications by the end of the year and with modified rules.
Initially, only very low-income households will be able to apply for the grant, the ministry said, and it will "perhaps" expand the window to low-income households "depending on the dynamics of new applications." The ministry has not ruled out suspending the program again if the quota of 13,000 applications is exceeded before the end of the year.
More than 60,000 applications still to be reviewedMaPrimeRénov' saw a "huge surge" in the number of applications submitted in June , according to the ministry, which expects that the targets set for 2025 and the overall budget for energy renovation planned at 3.6 billion will be exceeded.
There are currently 61,000 applications for MaPrimeRénov' grants for comprehensive renovations to be reviewed, in addition to the 35,000 subsidies already awarded since the beginning of the year. Applications that do not fit into the 2025 budget will be charged to the 2026 budget, "subject to the vote on the Finance Act," including new applications submitted between September and December.
Different conditions, lower subsidiesThe government is also tightening the conditions for granting subsidies to "allow the financing of a greater number of projects" in "a context of increased budgetary constraints." The ceiling for work, on which the subsidy percentage is calculated, is lowered from €70,000 to €30,000 for renovations that allow for a gain of two energy classes and to €40,000 for jumps of three classes in the energy performance diagnosis (DPE).
MaPrimeRénov' grants will be reserved for the most energy-intensive homes (rating E, F, or G on the DPE). The grant bonus for exiting the energy-saving category (rating F or G) is eliminated.
These criteria will apply from September 2025 and will be maintained in 2026, even if the quota of subsidies to be granted annually and the opening of the window to households with middle and higher incomes remain "open to discussion" within the framework of the 2026 budget, the ministry indicated.
5,000 cases of fraud detectedRegarding fraud, which was one of the reasons for the suspension of the new application window between June and September, the government has detected 5,000 proven cases of fraud in MaPrimeRénov' grant applications for comprehensive renovations and will reject these applications. The government announced in June that 16,000 applications were suspected of fraud.
