What the City of Lyon's action plan includes to support local businesses

More than six months after the Conference on Commerce and Crafts, organized by the City of Lyon on November 4th, which brought together more than 250 merchants, an action plan was unveiled by the municipality on Wednesday, June 18th. From these discussions between elected officials and retail stakeholders, four ambitions were identified and 15 objectives were broken down into 54 actions to " sustainably strengthen local commerce and lay the foundations for a genuine public retail service ," the City promised in a press release.

The first of the four measures presented as " flagships " concerns the creation of the Lyon Commerce Office, an online and physical counter, to centralize existing systems and support traders (administrative, digitalization, ecological transition, etc.). Then, the City of Lyon assures that it will ask the State to freeze the Indices commercial rents (ILC) and to experiment with the supervision of commercial rents. As was done for individuals in Lyon and Villeurbanne.

Third, prior authorization will now be required to set up on the ground floor of a building. The objective is to " curb the transformation of ground floors in certain neighborhoods into furnished tourist accommodation ." Finally, the City will organize a biennial trade fair every two years to reflect on the evolution of Lyon's retail sector.

" Some measures are already being rolled out, while others will be implemented gradually to meet the specific needs of each neighborhood ," the municipality said.
