The former Prime Minister loves Besançon, and Éric Delabrousse intends to prove to him that the people of Besançon love him too. Édouard Philippe has indeed targeted Victor Hugo's city among those where a Horizons candidate is expected to lead the list in the upcoming municipal elections. This decision could create some tension and call into question the idea of a large-scale rally of the right and center.
