Iran: Detention of Cécile Kohler and Jacques Paris: France files complaint with the International Court of Justice
France is raising its voice and filing a complaint Friday against Iran before the International Court of Justice (ICJ) for "violation of its obligation to provide consular protection" regarding its two French nationals still detained in that country, announced the head of diplomacy Jean-Noël Barrot .

Cécile Kohler and Jacques Paris "have been held hostage for three years in Iran, detained in appalling conditions that amount to torture, and are deprived of what are called consular visits," Jean-Noël Barrot denounced on France 2.
The French Foreign Minister had already indicated in early April that Paris was preparing to refer the matter to the ICJ due to lack of progress. This announcement was hailed as a "major turning point" by Cécile Kohler's sister.
The ICJ complaint comes as Iranian negotiators meet their counterparts from the UK, France and Germany in Türkiye on Friday for talks on Iran's nuclear program.
Teacher Cécile Kohler and her partner, Jacques Paris, whom Paris describes as "state hostages," were arrested in May 2022 for "espionage" and have since been imprisoned in extremely harsh conditions, in solitary confinement, in Tehran's Evin Prison.
The last two French detaineesThey are officially the last two French citizens detained in Iran. Olivier Grondeau, who had been detained since October 2022, was released in March .
Around twenty Westerners are being held in Iran, with the country accused by European chancelleries and NGOs of practicing "hostage diplomacy."
