Modena, May 23, 2025 – The only municipality in Modena called to vote on Sunday May 25 and Monday May 26 for this partial administrative round is San Prospero . Its exclusion from the consultation a year ago, when the European elections were voted on, caused discussion as the intervention of the Council of State surprised, annulling a decision of admission by the Emilia-Romagna Regional Administrative Court , identifying a defect of form for both lists presented at the time, and paving the way for the arrival, on June 8, 2024, of a prefectural commissioner .
There are three candidates for mayorThis time everything went well and the electoral commission at the Municipality of Modena did not raise any objections to the documentation presented on April 25, but the mayoral candidates and competing lists will no longer be two but three , as the centre-left arrives at the end of May meeting split between Eva Baraldi , former councillor for education in the last legislature and a member of the Democratic Party, and Sauro Borghi , former mayor with two terms behind him, a former member of the Democratic Party who has been self-suspended since last December.
The centre-right , on the other hand, in a united manner, sensing the historic opportunity that presents itself to them after an uninterrupted government of the country by the left, is re-proposing the former provincial secretary of Siulp Bruno Fontana.
Pd absentBut the real news is that the Democratic Party , the leading local party with 41% of the vote in the regional elections last November, after the resignation in January of the secretary of the local branch and the appointment of a commissioner by the provincial Federation, has given up on campaigning and has decided not to give any voting instructions, leaving freedom of choice to its members and supporters.

Today, therefore, the biggest unknown of this vote revolves around participation , a participation that has gradually decreased since the cancellation of the consultation in 2024. Six years ago , in 2019, there were 3,216 voters out of 4,563 eligible voters (70.48%) , while last year in the regional elections there were just 1,890 out of 4,765 (39.66%) , one of the lowest percentages in the province of Modena. A collapse certainly accentuated by the disaffection for the cancellation of the administrative consultation and which began already in the European elections of June 2024, where 2,194 voters out of 4,601 eligible voters went to the polls (47.69%). This year, there are 4,782 eligible voters , with an almost equal balance between men (2,395) and women (2,387). The presence of three lists, which makes the result very uncertain (in 2019 Borghi obtained 70%) and, above all, the desire of the population , after the 'suspended' period of the prefectural commissioner, to finally be able to make their voices heard again has ignited the passion for this electoral campaign with meetings and appointments promoted by the three lists always very well attended.
Seats, ballot paper and listsThere are 4 polling stations set up for Sunday and Monday at the primary school . On the ballot paper, after the draw, voters will find the three lists indicated in this order, starting from the top:
- 'San Prospero for change – Bruno Fontana mayor' , which enjoys the support of Fratelli d'Italia, Lega, Forza Italia, Noi Moderati , which proposes Filippo Luigi Balbi, Alessandro Brunetti, Pietro Cacciapuoti, Luciana Cossu, Fabio Costa, Michelina Di Caterino, Angela Guarino, Raffaele Improta, Carmela Ludante, Antonio Morselli, Luigi Pellegrino, Roberto Pollastri for the municipal council;
- 'San Prospero 2030 – Sauro Borghi mayor' , which received the support of Azione, Psi and M5S and which presents Christian Alboresi, Matteo Borghi, Matteo Ferrari, Jessica Garuti, Glenda Garzetta, Lucia Lazzarini, Valentina Marchesi, Rossana Martini, Chiara Meletti, Stefano Morandi, Annamaria Vinci, Roberta Zavatti for the municipal council;
- 'A Municipality for All – Eva Baraldi Mayor' , officially supported by the Greens and the first woman to try to sit in the 'mayor' chair, for which the candidates for the municipal council are Giancarlo Agazzani, Elena Ascari, Antonio Capasso, Raffaella Carnevali, Carmela Del Pozzo, Giovanna Di Pietro, Adriano Ferrari, Simone Ganzerli, Elisa Lelli, Mauro Mari, Valeria Parenti, Aldo Sartini.
