Ranking of mayors and governors, Fioravanti and Fedriga the most loved

Massimiliano Fedriga (Friuli Venezia Giulia, 66.5%) confirms his position at the top of the list of the most popular governors, ahead of Luca Zaia (Veneto, 66%). Closing the top three is another center-right governor, Alberto Cirio (Piedmont, 59%) on the podium for the first time.
Among the mayors, Marco Fioravanti (Ascoli Piceno, 70%) is the winner. In second place is Michele Guerra (Parma, 65%), while in third place are placed equally Gaetano Manfredi (Naples, 61%) and Vito Leccese (Bari, 61%).
These are the local administrators who win the symbolic gold, silver and bronze medals in the special Governance Poll ranking on the approval ratings of mayors and governors, carried out by the Noto institute for Il Sole 24 Ore.
The mayor at the top of the list, Marco Fioravanti, was re-elected last year for a second term leading a center-right coalition. He enters the list by taking the sceptre from last year's number one, Michele Guerra, of the center-left, who nevertheless comes in second place. Followed by Leccese and Manfredi, both of the center-left.
At the top of the list is another group that jointly occupies fifth place with 60%. These are Mattia Palazzi (Mantua), Paolo Calcinaro (Fermo), Mario Conte (Treviso) and Pierluigi Biondi (L'Aquila). In ninth place is another joint among 7 mayors who reach 59%. Among these are Clemente Mastella (Benevento), Jamil Sadegholva (Rimini), Valeria Cittadini (Rovigo), Chiara Frontini (Viterbo), Alan Fabbri (Ferrara), Beppe Sala (Milan), Massimo Mezzetti (Modena). Among the mayors of other large cities, Matteo Lepore (Bologna 53.5%) is placed in 58th place, while Stefano Lo Russo (Turin 50.5%) is 72nd. The mayor of Florence Sara Funaro with 55% conquers the 34th position, while the mayor of Rome Roberto Gualtieri with 47% is in 89th place, even if recovering compared to last year's Governance Poll. The black jersey goes to the mayor of Palermo, Roberto Lagalla , who closes the ranking with 39%.
On the regional presidents front, Massimiliano Fedriga confirms himself for the second consecutive time as the most popular governor, even if he only surpasses the president of Veneto Luca Zaia by half a point. New entry on the podium for Alberto Cirio, who completes an all-centre-right trio. Another new entry in fourth place. This is the first centre-left president in the ranking, Eugenio Giani (Tuscany, 58%) who in turn precedes an all-southern trio, composed of Roberto Occhiuto (Calabria, 58%), Renato Schifani (Sicily, 56%) and Vincenzo De Luca (Campania, 54.5%). In the top ten, two other centre-left presidents, Michele De Pascale (Emilia-Romagna, 54%) are in 8th place and Stefania Proietti (Umbria, 52%) is tenth on a par with Attilio Fontana (Lombardy, 52%). Immediately after, Francesco Acquaroli (Marche, 50.5%) comes in 12th place.
"The overall trend, both for mayors and presidents, is predominantly decreasing compared to the consensus obtained at the ballot box - says Antonio Noto , director of the polling institute of the same name that conducted the survey - this is also true for many who occupy the top part of the ranking. The peculiarity of administrators is proximity, and in a context in which national politics seems increasingly oriented towards international scenarios, as well as those of the national perimeter, governors and mayors remain to deal with the needs of the territory and if something does not work, whether or not it is the responsibility of the mayors or presidents of the Region, it is to them that citizens attribute the blame in the first instance. Those who govern locally become in practice a lightning rod with respect to responsibilities that do not concern them".
The Governance Poll 2025 took into consideration 97 provincial capitals and the Regions where the direct election rule is in force. The Municipalities where elections were held in 2025 were not tested, nor those where the mayor was removed or resigned. The interviews were conducted between April and June 2025 using mixed systems: Cati and Cawi. The sample size in each Region was 1,000 subjects and 600 voters in each Municipality, disaggregated by gender, age and area of residence.
