New rules at the Wellness Center for O'Horán patients and their families

The Ministry of Welfare (MSW) of Yucatan published the new rules for using the Welfare Stay for patients of the Agustín O'Horán Hospital and their relatives who live in poverty or vulnerability.
The Estancia del Bienestar program is for Mexican citizens who have a family member hospitalized or who go to the O'Horán for a medical consultation, states the Bienestar Agreement 03/2025 , which establishes the new rules and which – signed by the head of the SB, Fátima del Rosario Perera Salazar – was published yesterday afternoon, Monday 24, in the Official Gazette of the State of Yucatán .
The Estancia del Bienestar , located on 59-A Street between 84 and 84-A, near the O'Horán , provides free lodging, food, sanitary and nursing services , he added.
The Wellbeing Stay plan will be applied annually and gradually , depending on budget availability and the type of support, the Agreement specifies, which indicates that these new rules will be in force from today, February 25, to December 31, 2025.
Recently, teacher Adelaida Salas Salazar , an activist for the rights of girls and women, and agricultural engineer Bernardo Caamal Itzá , a researcher of Mayan culture, highlighted that people who go to O'Horán continue to suffer hardships to get to the hospital or return to their communities and stay to sleep at the doors of the Emergency Room waiting for information about their hospitalized relatives.
For its part, the SB – in its Agreement 3/2025 – cites that the National Council for the Evaluation of Social Development Policy (Coneval) , when measuring poverty in Yucatán in 2022, ruled that 38.8% of the state population lived in poverty (33.2% were in moderate poverty and 5.6% in extreme poverty), 35.1% of Yucatecans lacked access to health services, and 45.8% lacked access to social security.
In this context, the SB reports that the Estancia del Bienestar is for the population living in poverty (moderate and extreme) or in vulnerability in the 106 municipalities of Yucatan . Previously, Mérida was not included.
The requirements for registration are as follows:
A) Have a family member hospitalized or go to the O'Horán Hospital for a medical consultation.
B) Submit the following documentation:
- A copy of your current official identification that has the name, photograph and signature of the applicant, which may be the voter ID issued by the competent authority, the Popular Insurance ID, the Military ID, the professional ID, the membership card to the Mexican Social Security Institute (IMSS), the passport, the student ID, among others.
- The registration form filled out with the support of the Estancia del Bienestar staff, signed by the applicant or with his/her printed fingerprint, if he/she does not know how or cannot sign.
- The receipt provided by the social workers at the O'Horán Hospital , in which the details of the planned patient are indicated on a form.

The rules for each support are as follows:
Accommodation: Estancia del Bienestar has capacity for 46 people (23 men and 23 women). The bedrooms are shared. The reception staff will assign the beneficiary a single bed with a pillow, sheet and blanket.
Food: After registering, the person will receive an internal control card and will go to the Estancia del Bienestar dining room during the following hours : from 7:30 a.m. to 8:30 a.m. for breakfast; from 12:30 p.m. to 2:30 p.m. for lunch; and from 6:30 p.m. to 8:30 p.m. for dinner. The capacity is 60 people for each schedule.
Bathrooms: the service includes showers, toilets and toilet paper; the person can receive them, without time restrictions, in the building where they register.
Nursing: consists of minor care during office hours from Monday to Friday, from 8 am to 3 pm. Liquid soap and antibacterial gel may be provided on an extraordinary basis. The reception staff will give you the registration form and once you have finished registering, you will go to the care area.

The process to receive these supports is as follows:
- Citizens will ask social workers at the O'Horán Hospital for proof that they have a family member hospitalized or that they attended a medical appointment.
- When the person requires the services of the program, he or she will go to the temporary residence to begin his or her registration.
- There you will hand over a copy of your official identification and the receipt provided by the O'Horán social workers to the reception staff at the ranch.
- Upon receiving the documentation, the reception staff will fill out the beneficiary's registration form and select the services that the beneficiary will use, according to each person's availability.
- The staff will inform the beneficiary about the schedules and rules for using the services.
- When the beneficiary no longer requires the services of the stay, he/she must verbally notify the reception staff of his/her withdrawal, in order to allow entry to another person.
- If in the future the beneficiary requires the services of the stay, he/she must do this application process again.
When demand exceeds the quota, the order in which the applications were received will be used as a criterion.
Once registered in the beneficiary registry, the person can receive support for a maximum of three uninterrupted months, as many times as necessary during each year , the Agreement states.
Finally, the SB warns that anyone who provides false reports or documents or fails to comply with the rules for using the ranch will have their support suspended and, if applicable, will be sanctioned in accordance with the Law of Administrative Acts and Procedures of Yucatan .
This legislation establishes the following sanctions: warning, fine, additional fine for each day of recidivism, and arrest for up to 36 hours, among others.
