Caputo is betting on a falling dollar and the repurchase of US$20 billion in debt from international banks.

With legislative elections in which La Libertad Avanza won with 40.84% of the votes against 24.44% for Peronism, the government is preparing to kick off an optimistic day in the markets this Monday with a more stable dollar after the 8% rise so far in October. The goal is to maintain the exchange rate bands, advance the financial package, and the debt buyback.
" After the elections, things will calm down. This was purely electoral ," Luis Caputo's team told some business leaders. In the Economy Ministry, they even spoke of a "new phase" as the crypto dollar plummeted 5% on Sunday to nearly $1,500. If this trend continues in the official exchange market, the retail dollar could fall from Friday's $1,515.
Caputo voted this Sunday at 3 p.m. and appeared smiling in the official booth in the afternoon. " Nothing changes in the economic program, nothing changes in the exchange rate bands , the objective of fiscal balance, or any of the goals we've set," he said after voting. He also maintained that the dollar "will remain there because the bands continue; we can't say whether it's 1,500 or 1,400 pesos."
The Economy Minister had assured on Thursday that he was "comfortable" with a dollar at $1,500 , said that the United States Treasury "will continue buying" pesos as long as it seems a reasonable price, and that he continued working on a US$20 billion swap and a US$20 billion loan with banks, including JP Morgan, whose CEO Jamie Dimon met on Friday with Javier Milei in Buenos Aires.
In a further boost, US Treasury Secretary Scott Bessent asserted this Sunday that the aid "is not a bailout, but a swap," and that "it is much better to use US economic power to stabilize a friendly government and lead the way" in the region. However, the government still needs US guarantees to obtain a loan from banks.
According to Clarín, Caputo held at least two meetings with business leaders in recent days. On Tuesday, he informed the leadership of the Argentine Institute of Finance Executives (IAEF) that he is considering creating a "debt buyback fund" with a U.S. guarantee, in which banks would lend him US$20 billion. They are targeting 2030 bonds, thereby lowering the country risk from 1,100 points.
The minister was accompanied by Pablo Quirno and José Luis Daza , who this week took on new roles: the former as foreign minister and the deputy minister of economy, heading the finance ministry, replacing Quirno. The move expanded Caputo's power within the cabinet , and his ministry has not ruled out the possibility of Daza's position being vacated.
"I can't say anything in advance, and neither can I say anything about the Economy; we haven't decided yet ," Caputo said this Sunday afternoon when asked about possible changes in his ministry. In recent days, there have been rumors that former President Mauricio Macri is interested in Guillermo Dietrich taking over as Secretary of Transportation , which has been in charge since May of this year of Luis Pierrini, a close associate of ARCA president Juan Pazo.
