The date for the new ID card remains unchanged despite delays

The president of the Central Electoral Board ( JCE ), Róman Jáquez Liranzo, reported that the printing of the new identity and voter registration cards is still scheduled to begin between October and November, despite delays in the international bidding process.
Jáquez had said that the awarding of the contract would take place between the end of June and the beginning of July, but this did not happen.
The entity has called for the opening of envelope B , which contains the economic proposal of the only bidder that met all the requirements: Emdoc , for August 7.
Once this process is complete, the next step is the award , which could be announced later that month.
"From there... the contract will be signed, and we'll be ready to work on pilot and preliminary plans for the new ID card . We're continuing to work on a preliminary renewal for October or November ," Jáquez said.
Of the three consortia competing, ID Secure IDS and Cédula 4.0 RD were disqualified for not meeting the technical parameters, so Emdoc is the only option left to the JCE .
Everyone was informed of this decision with a notification sent to them by the JCE 's Purchasing and Contracting Committee on July 22 .
These three conglomerates group together 16 companies , most of them with foreign capital , in groups of five and six.
Emdoc is comprised of Panamanian companies GSI Internacional and Ultra Tech, Dominican company IQtek Solutions , and German companies Veridos GmbH and Muhlbauer ID Services GmbH.
Once the renewal process begins, citizens will be able to obtain their new ID card in the month of their birthday, so that the replacement can be completed within a period of one year.
The document replacement aims to incorporate new technologies that provide higher levels of security , update personal and biometric information, and ensure authenticity to prevent fraud and counterfeiting.
The president of the JCE was asked about the issue at the end of the launch of the "Observatory of the National Civil Registry System (Onarec)" portal, a platform specializing in the collection, analysis, and dissemination of information related to the civil registry.
