The Dominican Republic and Brazil agree to strengthen public management and other areas

The Dominican Republic and Brazil signed two memoranda of understanding aimed at strengthening cooperation in key areas such as state transformation through public management and the training of diplomatic personnel from both nations.
The agreements , signed on Friday, June 13, seek to promote initiatives in sectors such as digital government , innovation , human resources management and the promotion of diversity , with a view to building a more efficient, inclusive , reliable and sustainable State, focused on improving the services offered to citizens.
In the diplomatic sphere, it was agreed to expand academic training opportunities for officials , focusing especially on disciplines such as international law, sociology, political science, economics, international relations, and cultural studies.
The first agreement was signed between the Ministry of Public Administration of the Dominican Republic and the Ministry of Management and Innovation of Public Services of Brazil.
As part of its implementation , initiatives are proposed to evaluate the performance of public personnel, review the career system, ensure fair compensation , and optimize employee selection, hiring, and assignment processes.
It also reaffirms its commitment to sharing policies that foster diversity and inclusion , prevent harassment and discrimination , and promote workplace well-being through health, occupational safety, and social protection systems.
The document also promotes the use of electronic administrative technologies and documents, as well as the implementation of executive consulting services that improve institutional efficiency.
The memorandum stipulates a framework for cooperation that includes mechanisms for implementation , coordination , financing , and dispute resolution . It will be valid for an initial three years, beginning in June 2025, with the possibility of renewal by written agreement between the parties, who may also terminate it at any time .
The signing was led by the Dominican Republic's Minister of Foreign Affairs, Roberto Álvarez , and the Brazilian Minister of Public Service Management and Innovation, Esther Dweck.
The second agreement was signed between the Rio Branco Institute (IRBr) of the Brazilian Ministry of Foreign Affairs and the Institute of Higher Education in Diplomatic and Consular Training (INESDYC) of the Dominican Ministry of Foreign Affairs.
This memorandum establishes academic collaboration between the two institutions, which includes the exchange of experiences, study programs, courses, seminars, workshops, and other activities related to diplomatic training. The areas of focus range from International Law to International Relations and Social Sciences.
In addition, the joint organization of seminars and courses—with an emphasis on virtual modalities—is contemplated, as well as the exchange of teachers , staff , researchers , and students for both regular and specific training activities.
The exchange of printed and digital publications is also planned, as well as the discussion of international developments and trends in the educational and diplomatic field.
This agreement, with an initial duration of three years , was signed by the Foreign Ministers of the Dominican Republic and Brazil , Roberto Álvarez and Mauro Vieira , respectively.
