The Tax Administration Service (SAT) amended rule 3.7.35 of the General Rules of Foreign Trade (RGCE) for 2025. This directly affects orders under $2,500 (approximately 46,850 Mexican pesos) entering the country without formal commercial intermediation.
WHEN DOES THE SHEIN AND TEMU SAT TAX COME INTO EFFECT?
This tax will begin to be collected on August 15, 2025, according to the DOF . This decision follows a series of fiscal measures taken since January of that year by Claudia Sheinbaum 's administration, which imposed the first increase last January.

WHY DID MEXICO INCREASE THE TAX ON SHEIN AND TEMU?
This decision was made due to growing pressure from the Donald Trump administration to curb the entry of Chinese products that subsequently cross the northern border.
According to Washington, China has used Mexico as a "back door" to circumvent US tariffs, taking advantage of low prices for cross-border trade.
WHAT HAPPENS WITH LOW-VALUE PRODUCTS?
The new scheme distinguishes between products of different values. According to the SAT:
For goods with a customs value less than or equal to $2,500 , the 33.5% rate will apply if they come from countries without a free trade agreement.
For products valued at more than $117, under certain conditions (such as having an air waybill and not being subject to additional regulations), the previous rate of 19% may apply.
Those with a value of less than $50 originating from the United States or Canada will continue to be exempt from the tax.
