GDDKiA has collected contractors' offers for two sections of the Western Bypass of Szczecin

In the tender for the construction of the Kołbaskowo - Dołuje section, which is part of the Western Bypass of Szczecin, ten offers were submitted, the cheapest one amounts to almost PLN 672 million, the most expensive one to over a billion. The Dołuje - Police section is to be built by nine companies, for a maximum of PLN 842 million - GDDKiA informed on Thursday.
The forms from the opening of bids in tenders for the construction of two sections of the Western Bypass of Szczecin (ZOS) were presented on Thursday by the regional branch of the General Directorate for National Roads and Motorways. It was reported that ten companies want to build the Kołbaskowo - Dołuje section, while nine entities are interested in the Dołuje - Police section.
"The offers will now be verified and assessed to select the most advantageous one for each section. The deadline for completing the procedures will also depend on whether the bidders exercise their right to appeal to the National Chamber of Appeal," said Mateusz Grzeszczuk, spokesman for the GDDKiA in Szczecin. He announced that signing contracts with contractors is planned for the fourth quarter of this year.
The Kołbaskowo – Dołuje section is to be built cheapest, for PLN 671.6 million, by Intercor Technical Services Company from Zawiercie. The most expensive offer, PLN 1 billion 29.8 million, was submitted by Strabag from Pruszków. In the tender for the construction of the Dołuje – Police section, the lowest price was also offered by Intercor (PLN 528.9 million). The highest amount was included in the offer submitted by Mostostal Warszawa (PLN 842 million).
The bidders include a company from China (China Harbour Engineering Company Ltd.) and the Polish branch of the Spanish construction and industrial group Aldesa.
The main criterion for evaluating submitted bids is price (60 points). 20 points can be obtained for extending the warranty for acoustic screens, power supply systems, and support structures; another 20 points for extending the warranty for bridge structures and equipment. All companies participating in the tender procedure proposed extending the quality warranty period to 5 years.

The GDDKiA announcement recalled that the tenders were announced in December 2024 and met with great interest. "In total, over 2,200 questions were received from contractors," Grzeszczuk emphasized.
He noted that in March this year, GDDKiA obtained decisions on permitting the implementation of a road investment (ZRID) for all three sections of the Western Bypass of Szczecin. "Currently, compensation procedures for real estate necessary for the construction of the road are starting," Grzeszczuk explained.
Companies selected in tenders will be tasked with developing executive designs and carrying out construction works. The Kołbaskowo - Dołuje and Dołuje - Police sections are to be ready at the turn of 2028 and 2029. A longer implementation time has been planned for the Police - Goleniów section (until 2033) due to the need to excavate and equip a two-bay tunnel under the Odra, 5 km long. Grzeszczuk said that offers in the tender for the construction of this section are to be presented "within a few weeks".
The construction of the ZOS is included in the Government Programme for the Construction of National Roads until 2030 (with a perspective until 2033). Almost 50 km of the western road bypass of the city will create a ring around Szczecin. The new roads will relieve the A6, S3 and S6 routes running south and east of the city. The connection of the entire Szczecin agglomeration with the expressway network will improve. For residents of the Police district, the trip to the seaside will be shortened by approx. 35 km. Transit traffic, including heavy vehicles going to chemical plants, among others, will be moved out of the centre of Szczecin.
The ZOS is divided into three implementation sections: Kołbaskowo - Dołuje (13.6 km), where two road junctions and 18 bridge structures are planned; Dołuje - Police (11.9 km), which includes two junctions, 14 bridge structures (including four upper animal crossings and five lower ones) and the construction of two passenger service areas; Police - Goleniów (23.4 km), the most difficult and expensive part of which will be a 5 km tunnel under the Odra. The project of the last section includes the construction of two road junctions, the expansion of one junction, the construction of 22 bridge structures and a pair of service points.
Grzeszczuk reminded that GDDKiA recently selected the contractor for the second stage of the Przecław and Warzymice bypass along the DK13, and as part of this investment, a new Kołbaskowo road junction will be built, connecting ZOS with the A6 motorway and the DK13.
