Senate Committee Examines Proposal to Protect Voice Actors from AI Competition

Protecting Brazilian dubbing from competition from artificial intelligence (AI) by mandating the employment of professional voice actors in Brazilian companies is the subject of a legislative proposal currently being considered by senators. The proposal was presented on the e-Cidadania portal and was submitted to the Human Rights Commission (CDH) as a legislative proposal.

Aiming to "preserve jobs, cultural identity, and artistic quality" in Brazilian audiovisual media, the legislative proposal applies to the dubbing of foreign works broadcast in Brazil, guaranteeing the voice and performance rights of voice actors. Furthermore, the proposal suggests granting tax incentives for investments in voice actor training.

The idea was presented by Adriana Torres, a voice actress with over 30 years of experience in film and television productions. She believes that dubbing contributes to the accessibility of works and the preservation of the country's linguistic identity.

“May Brazilian dubbing be protected and preserved as a true treasure, and as national cultural heritage ,” he said.

Adriana Torres also believes that replacing human voices with AI poses a threat to professionals in the field and jeopardizes the artistic quality of dubbing. She noted that productions made with AI have been rejected by audiences due to a lack of authenticity.

Presented on April 24th, the legislative proposal reached the 20,000 votes required to become a legislative proposal on May 15th. Submitted to the CDH, the proposal awaits a report by Senator Magno Malta (PL-ES) to be voted on by the committee members; if approved, the proposal will be converted into a bill and distributed to the relevant committees for consideration.
