INSS: see deadlines to contest undue discounts and join the reimbursement agreement

Despite stating that the deadline may be extended, the federal government is encouraging victims of INSS (National Institute of Social Security) fraud to contest undue deductions until November 14, 2025. No maximum date for joining the reimbursement agreement was given.
As of Wednesday the 6th, 2.4 million retirees and pensioners had contested the deduction of part of their benefits. However, more than 830,000 had not yet signed up to the agreement to receive their money back.
The refund will be paid in a single installment, adjusted for inflation based on the IPCA (Brazilian Consumer Price Index) and deposited directly into the beneficiary's account. The order of deposits will be determined by the beneficiary's adherence to the reimbursement agreement.
Only retirees and pensioners who have already contested the discounts and have not received a response from the entities after the 15 business day period may join the agreement.
How to join the agreement?To receive the funds, you must adhere to the agreement proposed by the federal government, thereby waiving potential legal action against the Union. You can sign up for free and without submitting additional documents, either through the Meu INSS app (available on Android and iOS ) or at some post offices throughout the country.

- Access the Meu INSS app with your CPF and password.
- Go to “View Orders” and click “Fulfill Requirement” for each order (if there is more than one).
- Scroll down to the last comment, read it carefully, and in the “I agree to receive” field, select “Yes”.
- Click "Send" and you're done. Then just wait for payment!
How membership works at the Post Office

To date, the entities have responded to 942,779 of the requests. In these cases, the documents are under review, meaning retirees and pensioners do not yet have the option to join the agreement.

In cases where the entities have responded, the documents are still under review, meaning the beneficiary does not yet have the option to accept the agreement. They will be notified and can, through the Meu INSS app or at a post office, accept the documents, dispute them on suspicion of misrepresentation/misleading, or state that they do not recognize the signature.
If there is a dispute, the entity will be required to return the funds within five business days, and the case will undergo an audit. If the refund is not received, retirees and pensioners will be advised on the appropriate legal action, with legal support in partnership with the State Public Defender's Offices.

The billion-dollar scam against retirees and pensioners came to light with the Federal Police's "No Discount" operation, carried out at the end of April 2025 with the support of the Comptroller General of the Union.
Investigations revealed that a fraudulent scheme had been operating since 2019. INSS employees and third-party entities were making undue deductions directly from the payroll of retirees and pensioners.
The amounts were deducted as union dues or payroll loans, which the beneficiaries had not taken out. Because the amounts were small, many victims didn't notice the deduction. Others thought they were mandatory fees.
Combined, the amounts sent between 2019 and 2024 to the entities involved reached R$6.3 billion.
An audit by the CGU (Comptroller General of the Union) found that, in a sample of 1,300 retirees, 90% did not recognize the signatures authorizing the deductions. It is therefore estimated that the fraud involved billions of dollars.
INSS president Gilberto Waller stated that more than 11 million Brazilians have already consulted government channels to find out whether or not they received discounts.
According to data updated Thursday morning, 1.9 million people identified deductions from their benefits and responded to the INSS's question about whether the deduction was authorized. Of this total, 1.87 million said they did not approve the deduction. The amount to be refunded is already close to R$1 billion.
