Alexander Dronov: TOS support measures will be expanded

The experience of proactive Novgorodians uniting in territorial public self-governments was presented in Staraya Russa at the regional celebration of TOS participants. Here they honored enthusiasts, thanks to whom people of different ages, professions and moods unite to change the environment around them, jointly solve existing problems, and implement their plans.

One of the illustrative examples is the TOS of Veliky Novgorod "The Sixth Dvor", which the online newspaper "Novgorod" reported on the day before . Let us recall that it was its chairperson, Nadezhda Bychenkova, who was the first to receive the regional award "Excellent TOS".

"We have a whole delegation from the city here - 30 chairmen and representatives of TOS. They came to support our most active TOS member, " Anna LUTSII, chairperson of the committee for youth policy and work with public organizations of the administration of Veliky Novgorod, shared with a correspondent of the Novgorod online newspaper.

There is also other good news. A meeting of the regional TOS council was held, and one of the city representatives was elected to its composition. This gives the opportunity to represent the interests of the city TOS in the council. Some issues of concern to the city residents have already been voiced there.

In Veliky Novgorod, territorial public self-government is gaining strength. Today, 77 such associations of the population are officially registered, and it is expected that more will appear soon. It is important that a regional subsidy is provided for the implementation of plans and ideas. There is already a decision that this year, under this gubernatorial program, financial support will be received by TOS of Veliky Novgorod, whose projects won the competitive selection."

If 10 years ago support from the regional budget was about 1.5 million rubles, today the situation has changed. As was announced at the congress of activists, there are 893 TOS in the region, the TOS movement unites more than 120 thousand people. More than 40 million rubles have been allocated from the regional budget to support initiatives of the local population. This makes it possible to implement projects proposed by the residents themselves.

To this end, the governor's program "Initiative Budgeting" has been implemented since 2019, within the framework of which 979 projects have been implemented in cities and villages, and even in small villages, territories have been improved, mass graves have been built, and playgrounds and sports grounds have appeared.

Acting Governor of the Novgorod Region Alexander DRONOV, welcoming the TOS activists, noted:

"This holiday is dedicated to you, people who make life better with their energy and enthusiasm. Each project and each initiative is an example of true care for your home, city, and our region. This year, applications for the implementation of TOS initiatives have already been selected. 225 projects have been declared winners. We will maintain funding for initiatives proposed by residents themselves. I consider it very important to expand TOS support measures. The new federal law on local self-government signed by the President of the Russian Federation allows for financial support to be provided directly from the budget to TOS, including those operating without registering as a legal entity. Following the meeting of the TOS council, I have already instructed my colleagues to prepare such proposals, and we will definitely discuss them with you. The council decided to begin forming a new concept for the development of TOS in the coming years, which we will also discuss at strategic sessions."

Thus, a new stage of development of territorial public self-governments in Veliky Novgorod and districts begins. It is up to the initiatives of the population.
