In Moscow, more and more premium projects are being launched outside the Central Administrative District.

At the same time, a significant portion of new premium-segment developments are still concentrated in a few locations: 43% of complexes are located in the capital's five districts.

As Ruslan Syrtsov, Managing Director of Metrium, told MK, there are currently 57 premium-class complexes being developed in the capital's primary market. By district, as of July 2025, the Central Administrative District and the Western Administrative District (West Administrative District) led in the number of premium new developments (14 each). There are also premium-class projects in the Southern Administrative District (9), Northwestern Administrative District (6), Northeastern Administrative District (6), Northern Administrative District (5), Eastern Administrative District (2), and Southwestern Administrative District (1). Complexes in this segment are still missing from the Southeastern Administrative District, Zelenograd Administrative District, and New Moscow.
Premium-class projects are located in 30 districts of the capital. The highest concentration of premium complexes is found in five districts of Moscow: Presnensky (6), Ramenki (6), Danilovsky (5), Khoroshevo-Mnevniki (4), and Maryina Roshcha (3).
"The Presnensky district has traditionally been a leader in premium housing supply and is likely to strengthen its position in the coming years. This is primarily due to the Moscow-City international business center located here," Akop Kirakosyan, CEO of the Dom Dau mixed-use development, told MK. However, according to him, developers are currently selling space in only two projects here: a completed 70-story complex and an 87-story supertall skyscraper under construction. At the same time, a number of projects are being developed within easy reach of Moscow-City, within the Greater Moscow region. "In the coming years, active development of this location is planned, including the construction of the Rossiya National Exhibition Center. As a result, Moscow-City and the Presnensky district as a whole will become even more popular with premium housing developers," the developer added.
Ramenki currently shares the lead in the number of premium projects with Presnya. Active construction in this district is driven by a growing shortage of available land in the city center. Ramenki also enjoys excellent transportation accessibility, with highways linking it to airports and popular suburban real estate destinations.
Several other Moscow districts also boast a high concentration of premium projects. Eight districts each have two premium-class complexes: Nagatinsky Peninsula, Preobrazhensky, Basmanny, Krasnoselsky, Begovoy, Rostokino, Donskoy, and Filevsky Park. Syrtsov calculated that 17 districts each have one premium new building.
"The emergence of new premium-class locations has become a significant trend in the premium segment in recent years," noted Regions Development Commercial Director Liliya Artsybasheva. She believes that promising areas, where primarily business-class housing was built, are becoming modern hubs with marketable premium housing. "To realize the potential for such locations, developers need to put in a lot of work," she explained.
"The primary premium real estate market in Moscow is actively developing. Over the past three years, the supply in this segment has increased by 1.4 times, and the number of equity participation agreements (DPA) transactions has increased by 1.6 times," noted Syrtsov. He estimates that the expansion of the premium new-build market is primarily driven by districts outside the Central Administrative District, including brand-new prestigious locations. "However, the Presnensky District of the Central Administrative District remains the leader in terms of premium primary housing exposure, its flagship role due to its world-class business infrastructure," the analyst concluded.
