#1 From September 1, the Federal Compulsory Medical Insurance Fund will introduce special control over the efficiency of medical insurance organizations - the work of medical insurance organizations, according to the published draft order of the Federal Compulsory Medical Insurance Fund, will be monitored according to 12 criteria once a quarter. Territorial funds will be instructed to evaluate the implementation of a number of indicators, and the federal fund will form a public rating of insurers in the compulsory medical insurance system. For example, such parameters as the activity of medical insurance organizations in the field of quality control of medical care in clinics, keeping records of insured persons, informing patients and protecting their interests in controversial situations will be under control.

#2 In June 2025, Vasily Kulkov and JSC Otisifarm, respectively, became the beneficiaries of the pharmaceutical companies Infamed K and Baltpharmatsevtika, which produce the antiseptic Miramistin (benzyldimethyl-myristoylamino-propylammonium). The fact of the transaction is reflected in SPARK-Interfax. Vasily Kulkov's father, Egor Kulkov, is one of the founders of Pharmstandard and a long-standing partner of businessman Viktor Kharitonin. Otisifarm is a dedicated structure of Pharmstandard, dealing with the manufacturer's over-the-counter portfolio. The annual sales volume of Miramistin is estimated at 5 billion rubles.

Prospects

The Russian Ministry of Health has granted permission to the Australian biopharmaceutical company Eilean Therapeutics for a phase I international multicenter clinical trial of ZE50-0134, an inhibitor of the B-cell lymphoma protein 2 (BCL-2). The study will examine the biologically effective and maximum tolerated dose in patients with chronic lymphocytic leukemia, small cell lymphocytic lymphoma, and some low-grade lymphomas. Currently, only one drug from this class is available in Russia: Venclexta (venetoclax) from the American AbbVie. In June 2025, the state foundation "Circle of Good" announced its intention to purchase the drug for cancer patients.

Regulators

The Ministry of Justice and the Ministry of Health of the Russian Federation have approved the Procedure for monitoring the application of compulsory medical measures prescribed to a person accused of committing a crime against sexual inviolability of minors under 14 years of age and suffering from pedophilia. The document will enter into force on June 27, 2025. Among other things, the thematic order sets out the procedure for registering and grounds for removing a supervised person from the register, the procedure for monitoring the convicted person's compliance with the prescribed medical measures, and other provisions.

Investments

A venture fund for developing healthcare solutions will be established in Russia. Artgen Seed Fund will focus on early-stage startups in the field of AI, medical decision support systems, digital healthcare, anti-aging, personalized medicine and diagnostics, gene therapy, oncology, and neuroscience. The fund will be created by the biotechnology company Artgen Biotech. The fund will accumulate 150 million rubles over three years. It is expected that up to 10 projects will receive support annually. The funds will be distributed in the format of convertible loans without collateral on a competitive basis. Analysts at the SuperJob service, based on a study of 19 thousand vacancies, presented a selection of the highest-paid offers in cities with a population of 500 thousand to 1 million people. Doctors made it to the top in Tyumen, Penza, Ryazan, Irkutsk, Khabarovsk, Yaroslavl and Tomsk. For example, a cardiologist at one of the state extra-budgetary funds in Tyumen is ready to be paid from 130 thousand rubles per month. Deputy Prime Minister Dmitry Grigorenko held a closed meeting with 46 governors at SPIEF-2025 and, among other things, presented a number of technological solutions of the Russian Government, Vedomosti reports. Among them is the "governor's dashboard" launched on the basis of the state automated system "Management". By the end of 2025, all 89 regions should be connected to the platform; at the moment, 43 subjects use it. The dashboard allows tracking budget execution, implementation of national projects, federal orders and other indicators. The system can also be customized for the tasks of each region.

Criminal cases

The Kemerovo Regional Court upheld the measure of restraint in the form of detention for the former head of the regional Ministry of Health, Dmitry Beglov. The former official is accused of accepting bribes on an especially large scale (clause "b" of Part 5 and Part 6 of Article 290 of the Criminal Code of the Russian Federation). When filing an appeal, Beglov cited his health condition, which did not allow him to be in custody, but the court rejected his arguments. The former head of the Ministry of Health was detained on June 7, a day after he announced his resignation. Investigators believe that Beglov received a bribe from the head of a separate division in the city of Kemerovo - OOO Medtreid-SRC - for assistance and "general patronage in the service of the activities of an individual entrepreneur and legal entities represented by the bribe giver."
