The FSB will check R&D for participation of foreign persons

Scientific organizations will have to submit information on research conducted in the context of state assignments starting from April 1, 2026. For other projects, information will have to be provided starting from September 1, 2028. By December 1, 2025, researchers must upload information on projects to the Unified State Information System of Research and Development for which contracts were concluded before the date the adjustments came into effect.
In addition, the Federal Law now stipulates that agreements on scientific and scientific-technical activities and on experimental developments between Russian and foreign scientific or educational organizations are subject to registration by the Ministry of Education and Science. Such agreements must concern projects financed by the state and must not imply financial obligations on the part of Russian organizations in relation to foreign participants.
Together with the FSB, the Russian Ministry of Education and Science will have to submit to the government a list of areas of scientific and scientific-technical activity and experimental developments, the participation of foreign citizens and organizations, as well as Russian operators affiliated with foreign ones, will be agreed upon with the security service.
At the end of May 2025, the Ministry of Education and Science published the results of the competition for subsidies from the federal budget to update the material and technical base of organizations conducting research and development (R&D). Six medical universities and more than fifteen specialized research centers applied for tranches. Almost all applications were recognized as appropriate, but, according to the protocol for summing up the results, "the requested amount of funds cannot be satisfied." Because of this, subsidies were denied, in particular, to the Tomsk National Research Medical Center of the Russian Academy of Sciences, the Almazov National Medical Research Center, and the Research Institute of General Pathology and Pathophysiology.
