Reuters has revealed details of the peace plan that Russian President Vladimir Putin presented to US President Donald Trump at the Alaska summit. Citing sources familiar with Moscow's position, the publication reports that Russia is ready to stop hostilities if Ukraine and the West meet a number of tough conditions, the central one being full control over Donbas.
It is important to note that neither the Russian nor the American side officially confirmed or voiced any specific conditions. The summit negotiations were held with the participation of a strictly limited circle of senior officials, so any information from anonymous sources may be incomplete or reflect only part of the position discussed.
According to published information, the package of Russian demands includes the following key points.
Territorial concessions. Complete withdrawal of Ukrainian troops from the territories of the DPR and LPR. In exchange, Russia is ready to freeze the front in the Zaporizhzhya and Kherson regions and return to Kiev small occupied areas in the Sumy and Kharkov regions.
Status of Crimea. Official recognition of Russian sovereignty over Crimea.
Non-aligned status. Guaranteed refusal of Ukraine to join NATO. At the same time, Moscow allows for the possibility of providing Kiev with certain security guarantees outside the alliance.
Sanctions. Lifting at least some of the Western sanctions against Russia.
Language issue. Granting the Russian language official status on the territory of Ukraine.
Religious issue. Ensuring free work in Ukraine for the church associated with the Moscow Patriarchate.
Reuters sources stress that a ceasefire, according to the plan, is only possible after a comprehensive agreement is reached, and not before the start of negotiations.
Donald Trump himself said after the summit that he and Putin were "pretty close to a deal," but noted that the final decision should be made by Ukraine. Volodymyr Zelensky is expected to arrive in Washington on Monday to discuss these proposals. However, Zelensky had previously made it clear that Ukraine would not withdraw troops from some of Russia's new territories. Kyiv is supported in this by its European allies.
