'MORE THAN 10 MILLION VEHICLES ARE INSPECTED ANNUALLY'
It was a system that was established from scratch in 2007, and now we are talking about a system that has spread to 81 provinces. Vehicle inspection stations were a system where the average deficiencies of cars were measured and assessed every 23 years. More than 10 million vehicles are inspected annually.
'AUTOMOBILE INSPECTION FEE IS 2620 TL'
Currently, the inspection fee for a car is 2620 TL. It changes every year based on inflation.
A FREE CALL CENTER WILL BE ESTABLISHED FOR REQUESTS AND COMPLAINTS
While the tender for the privatization of vehicle inspection services for 20 years was held yesterday, a free call center will need to be established to meet requests and complaints regarding inspections and to make appointments for the new period starting in 2027.
According to information compiled by AA correspondent, vehicle inspection services in Turkey were privatized in two regions, north and south, with a tender held on December 20, 2004, and the concession agreements regarding the construction, maintenance and operation services of vehicle inspection stations in the first and second regions were signed with investors on August 15, 2007.
The contracts in question will expire on August 14, 2027.
Since the current contracts will expire in 2027 and in order to ensure that public services continue without interruption after the end of the contracts, a tender process was initiated for the privatization of the construction, maintenance and operation services of vehicle inspection stations in two regions in the 2027-2047 period.
In the tender held yesterday by the Privatization Administration, a total bid of 1 billion 720 million dollars was submitted by the MOI Joint Venture Group (Met-Gün İnşaat Taahhüt ve Ticaret AŞ-Itversia Gestion SL-Opus Group AB-VTV Norte SA) as the price of the 20-year concession right, 830 million dollars for the 1st region vehicle inspection services and 890 million dollars for the 2nd region vehicle inspection services.
In the technically concluded tenders, concession agreements will be signed following the decisions of the Competition Board and the President and the opinion of the Council of State.
The buyer company will pay the public share of the inspection fees it will collect, as is the case in the current practice, in addition to the privatization fee, at the rate determined in the relevant legislation.
According to the legislation, during the 20-year concession period, 30 percent of the inspection fees for the first three years, 40 percent for the next 7 years, and 50 percent for the last 10 years will be transferred to the Treasury as public share.
SERVICE AT EUROPEAN UNION STANDARDS
With investments in vehicle inspection stations, inspection services will be carried out through the private sector without burdening the public budget.
In this context, according to the tender specifications for the new concession period that will start on August 15, 2027, 249 fixed stations and 10 motorcycle stations will be established as an initial investment, 125 of which will be in the 1st region and 124 in the 2nd region. In addition, 93 mobile stations will be put into service, 47 of which will be in the 1st region and 46 in the 2nd region.
In this context, inspections of motorized and non-motorized vehicles registered for traffic will be carried out in accordance with European Union standards.
The operators will be responsible for building vehicle inspection stations and making any necessary machinery and equipment investments.
While there are approximately 31 million 300 thousand vehicles in Turkey, the majority of which are automobiles, the operator will be able to open new stations depending on the increasing number of vehicles in the 20-year period.
If payments for examination services are made via credit card or other collection methods compatible with today's technological conditions, expenses such as commissions will not be reflected to the citizen.
The stations will offer services that will meet the needs and demands of those who bring their vehicles for inspection, such as electric charging stations, ATMs and cafeterias.
A free call center will also be established to meet appointment requests of those who bring their vehicles for inspection, as well as requests and complaints regarding inspection procedures.
