For these people, things such as dough, wax, glue, paint, etc. that stick to the skin and remain between the nails do not prevent ablution or ghusl. However, substances such as paint, nail polish, lipstick, which are applied or stuck to the body optionally and prevent water from coming into contact with the body are excluded from this permission. If such substances prevent water from coming into contact with the body, they will also prevent ablution and ghusl. These should be removed before ablution or ghusl. Since hair gel does not form a layer, it does not prevent ablution and ghusl.
