During the AKP's rule, public tenders were also won by individuals close to the AKP. The tender for the 800-bed city hospital to be built by the Ministry of Health in Van was won by Nesma, a company owned by AKP member Mehmet Zeki Peker, with a bid of 8.283 billion Turkish Lira. Peker, a prospective candidate for parliament for Bitlis, made headlines with his announcement of a mosque being built in Bitlis and his post, "Don't listen to what a man says, look at what he eats. Happy Friday." Eleven companies participated in the tender, held on May 5, 2025, by the Ministry of Health's General Directorate of Health Investments (SYGM). The lowest bid for the hospital was submitted by a joint venture between Nesma Construction Inc. and MBD Construction, with an estimated cost of 10.34 billion Turkish Lira.
