Undeclared work: The truck drivers who shouldn't exist

|Presumably, thousands of truck drivers are driving illegally on German roads. This harms the industry, the government, and themselves. Why can't the authorities get the problem under control?
It's still dark when the officers arrive in northern Duisburg. From the courtyard of the industrial park, they descend a staircase into a basement, a narrow hallway, brownish tiles, and a musty smell everywhere.
