This was reported by Senator María Fernanda Cabal , amid the controversy over Guerrero's use of official aircraft. As an official of the Ministry of the Interior, she traveled with her sister to Valledupar on June 20, 2025, to attend the Higher University Council of the Popular University of Cesar, appointed by the Presidency. However, President Petro asserted that the trip was for a peace-related mission. Guerrero has made seven trips in total, with the one to Valledupar being the most controversial.
"We are facing a new chapter of the Petro government's waste and patronage. Not only are official aircraft being used as private taxis, but they are also attempting to impose people in high-ranking positions who disregard the law and meritocracy," the congresswoman stated.

According to Cabal, the use of the Police aircraft PNC-0242 (ATR), which Guerrero and his sister used on June 19, cost 34,726,028 pesos. For the parliamentarian, this was "a disproportionate use of public resources on a plane with a capacity of 44 passengers and only equipped for two people."
Furthermore, the senator insisted that Guerrero "made the trip on behalf of the National Government without having the authority to do so, since the Ministry of the Interior's Function Manual does not contemplate that an official from that entity may represent the Presidency in any capacity or assignment."

In addition to the complaint, Cabal took the opportunity to question Guerrero's appointment as Deputy Minister of Youth at the Ministry of Equality and Equity.
Guerrero doesn't meet the requirements for the position, according to the agency's job manual. Until a few weeks ago, he wasn't a professional.
"She does not meet the requirements of Resolution 178 of April 10, 2024, which establishes that the position must be held by a person with a professional degree and postgraduate degree, or with at least 24 months of professional experience in related fields. According to her resume, Juliana Guerrero does not meet any of these requirements and only managed to obtain an accounting degree on a fast-track basis," concluded the senator and presidential candidate.
