Is Clara Brugada against electric bikes and scooters? Here's what we know

The Mexico City government is preparing an initiative to regulate electric bicycles and scooters that travel on cycle paths in the country's capital.
Through social media, the government headed by Clara Brugada has urged users of electric bicycles and scooters to wear helmets and avoid accidents.
Morena deputy Brenda Ruiz reported that in the coming days the head of government, Clara Brugada, will send an initiative to the Congress of Mexico City in which it is proposed that electric bicycles travel on the cycle path .
The legislator explained that the goal is to regulate electric bicycles and scooters , since "they have no control," so it was ruled out that the CDMX government would prohibit their use.
"They will no longer be able to use the cycle paths. Cycle paths are for cyclists , not for motor vehicles ," said the MP.
He explained that the traffic regulations will apply equally to electric bicycles and scooters , as they do to all other motorized vehicles.
“It is enough that they are abusing and putting both pedestrians and cyclists at risk and abusing without any control,” said Congresswoman Brenda Ruiz.
Deputy Brenda Ruiz explained that the Head of Government's initiative establishes three important points:
The first is the preparation of a register of marketers of electric propulsion vehicles in the entity by the Secretariat of Economic Development .
He added that it is very easy to buy one of these motorized vehicles, a scooter or an electric bike, anywhere, and it is not known exactly where they are sold and whether or not the official regulations for this type of transport are met.

“At the end of the day, they put us all at risk, especially those of us who walk around the historic center ,” he said.
The second thing the initiative establishes is to include electric bicycles and scooters in the category of electrically powered vehicles. “They cannot continue to pass as if they were non-motorized vehicles. We need to put things in order,” said the deputy.
This is in order to avoid road accidents, as he accused that users of motor vehicles think that they are toys.
"They are dangerous, they put the lives of many people at risk and there have been many accidents," he said. He also pointed out that they can only be warned verbally and not with any other type of fine .
And the third is that they comply with traffic regulations . “We are committed to road safety, the safety of pedestrians and cyclists. As the head of government said, cycle paths are for cyclists and that is what we have to take care of.”
He said that in the coming days the initiative will be sent to the Congress of Mexico City , which is expected to be approved.
"We cannot allow them to continue abusing us, believing themselves to be non-motorized vehicles or vehicles that do not cause harm when they put us all at risk," he said.
