"Irregular ballot delivery" is a serious violation that can compromise the integrity of the ballot packets and, consequently, the authenticity of the results. This type of incident can range from errors in the chain of custody to the possible alteration or theft of election materials.

The suspension of the count, while a drastic measure, is considered necessary by the electoral authority when there are substantial indications that the legality of the process is at risk. The main implications for electoral security and justice are:

* Mandatory Investigation: The INE and, possibly, the Specialized Prosecutor's Office for Electoral Crimes (FISEL) must initiate a thorough investigation to determine the origin and scope of the "irregular ballot delivery." This includes identifying those responsible and the possible motivations behind the failure.
