Four men caught in an intimate act inside the Mexico City Metro.

MEXICO CITY (apro).- On Thursday, May 22, 2025, four men were arrested by the Auxiliary Police of the Mexico City Citizen Security Secretariat (SSC) after being caught performing sexual acts at stations on Line 7 of the Collective Transportation System (STC) Metro. The incidents occurred at the Tacuba and Refinería stations.
At Tacuba Station, located in the Miguel Hidalgo borough, two men, ages 24 and 38, were discovered in the last car of the train. Later, at Refinería Station, in the Azcapotzalco borough, two other men, ages 30 and 33, were reported by passengers for groping the last seats of the train. In both cases, the individuals were brought before the corresponding Civic Judge.

Legal framework and applicable sanctionsAlthough there is no specific legislation expressly prohibiting sexual relations on the subway, Mexico City's Civic Culture Law establishes that exposing sexual organs with the intent to annoy or assault others is an offense against human dignity. This behavior can be punished with fines of 11 to 40 Units of Measurement and Update (UMA), equivalent to between $1,244 and $4,525 pesos, arrest for 13 to 24 hours, or community service for 6 to 12 hours .
Furthermore, Article 28 of the same law penalizes those who obstruct the use of public spaces with the same penalties. The Mobility Law establishes that any user who disrupts public transportation systems, such as the Metro, Metrobús, RTP, Trolleybús, or Cablebús, may be denied service.

Fines for staying in restricted areasIn relation to other punishable behaviors in the Metro, falling asleep and reaching restricted areas may be grounds for a fine . According to article 29, section XI of the Civic Culture Law of Mexico City, entering areas designated as restricted access in places or buildings intended for public services, without the corresponding authorization or outside of established hours, is an infraction that may be punished with fines between 21 and 30 UMA, that is, between $2,268 and $3,240 pesos, arrest of 25 to 36 hours or community service of 12 to 18 hours.
Rules of coexistence in the STC MetroThe STC Metro Regulations prohibit actions such as obstructing closing doors, sitting on the floor, and occupying areas reserved for women, senior citizens, or people with disabilities, among other rules of coexistence. These provisions aim to ensure safety and respect among transportation system users.
