Pre-retirement protection, no salary cap. Treasurers want a better position in local governments.

• Treasurers are once again turning to the government with demands to strengthen their position in local governments.
• This concerns pre-retirement protection and the amount of remuneration.
• In the opinion of Małgorzata Kern, chairwoman of the National Council of Local Government Treasurers' Forums, these changes are necessary so that "competent and appropriately qualified persons can remain in the responsible position of treasurer."

The National Council of Forums of Treasurers of Local Government Units, operating at the Jerzy Regulski Foundation for the Development of Local Democracy, bringing together over 1,000 treasurers from all over Poland, reiterates its requests to strengthen the position of

treasurer.

Treasurers have three demands to strengthen their position

The letter addressed to the Ministry of Labour, Family and Social Policy, the Ministry of Finance and Economy and the Ministry of Interior and Administration contains three demands.

• The main purpose is to extend the pre-retirement protection of the treasurer and to equalize it with persons employed under an employment contract in local government units.
• Another demand concerns changing the rules for determining the treasurer's remuneration by abandoning the maximum limit and indicating in the table only the minimum remuneration for employees employed on a vocation basis.
• Treasurers would also like to introduce a special allowance as a permanent element of their remuneration.

The letter emphasizes that the proposed changes will not have negative financial consequences for the state budget. In arguing for the changes, the treasurers point to the importance and responsibility of the treasurer's position and the lack of adequate employment protection compared to other local government employees.

Changes are necessary to ensure that the quality of services provided by local governments does not decline.

The letter quotes the opinion of the Association of Polish Counties on the same matter:

The treasurer is a special position in local government, but (...) without any special, or even basic, employment protection, such as that enjoyed by every local government employee employed under an employment contract. Reduced pre-retirement protection is another example of this.

According to Małgorzata Kern, Chairwoman of the National Council of Local Government Treasurers' Forums at the Jerzy Regulski Foundation for the Development of Local Democracy, these changes are necessary to ensure competent and qualified individuals remain in the responsible position of treasurer. Their goal is to ensure the development of local communities and high standards of service in public offices.
