The mObywatel application, created by the Ministry of Digital Affairs, has become an inseparable element of the digital identity of Poles. In the era of technological progress, such solutions are becoming crucial for the efficient functioning of a modern state and society. Thanks to mObywatel, it is possible to conveniently pay liabilities to local governments directly from the application. Residents of towns that have made ePayments available to their residents in the mObywatel application can now check information about their financial liabilities to offices and conveniently pay them in the application. The convenient and safe card payment function is a great convenience not only for citizens, but also for local governments. The Cashless Poland Foundation, by financing the costs related to the operation of these solutions, enables public institutions to provide citizens with modern digital payments.

The e-payments project in mObywatel is implemented by the Ministry of Digital Affairs and the Central Information Technology Centre in cooperation with the National Economy Bank, the Polish Payment Standard (the BLIK system operator), Polcard from Fiserv and the Cashless Poland Foundation.

Card payments in the e-Office – everything in one place

The e-Tax Office platform provides access to a wide range of online administrative services, including the ability to make payments electronically. Users can conveniently and safely settle their tax liabilities, such as PIT settlements, using the e-Tax Office service and the Your e-PIT service using a payment card without incurring additional fees. The platform also allows for paying other public dues online, such as fines. All transactions are carried out via secure, encrypted connections, and the system automatically assigns the payment to the appropriate office, which significantly simplifies formalities and speeds up their implementation.

- Over the last decade, Polish consumers' payment preferences have evolved towards self-service and digital payments. Adapting public services to current trends is a necessary step towards building a modern and citizen-friendly state that effectively responds to the needs of a dynamically changing society. Implementing card payments in public administration is a way to meet the expectations of the modern citizen - digital, mobile and valuing their time. Both the mObywatel application and the e-Urząd system are excellent examples of how technology can support the efficiency of public services and increase the comfort of citizens - comments Tomasz Misiak, vice president of the Cashless Poland Foundation.

Card payments in the e-Office are implemented by the Ministry of Finance, the National Revenue Administration, the eService company with the support of the Cashless Poland Foundation.

Payments at the office using QR codes

The Foundation enables public institutions to implement a payment system using QR codes, which is a convenient and simple way to accept payments. QR codes can be placed at cash desks, in customer service offices, on the websites of institutions, and even in publicly accessible places, such as information boards in offices. By scanning the QR code with a smartphone, the citizen is redirected to the payment page, where they can safely pay the amount due by card.

Cashless Poland Program for public offices and institutions

The Cashless Poland Foundation has been actively supporting public sector institutions in the process of digitalization and implementation of innovative solutions in public administration and services for almost 8 years. As part of the Cashless Poland Program, offices, local government institutions, and units dependent on local governments can use payment terminals or a payment application on the phone free of charge. The Foundation covers the costs of implementing payment devices and handling cashless transactions, and institutions gain the opportunity to introduce new payment standards, thanks to which they can provide better quality of service to residents.

Additionally, the Foundation offers financial support for transactions carried out online – via local government portals or office websites. This support includes various forms of remote transactions, enabling payment via online platforms, mobile applications and QR codes. These solutions are not only convenient and accessible, but also provide a high level of security – all transactions are protected by advanced encryption and authorization technologies, which guarantees full protection of users' personal and financial data.
