Government approves 20 million euros for the acquisition of 655 vehicles for PSP and GNR

The Government today approved an expenditure authorization of 20 million euros for the acquisition of 655 vehicles for the PSP and GNR during this year and 2026, announced the Minister of Internal Administration.
“A resolution was approved today in the Council of Ministers regarding the acquisition of light and heavy vehicles and motorcycles for the GNR and PSP to be carried out this year and in 2026 for a total of 20 million euros. There are around 655 vehicles”, said Margarida Blasco at the ceremony to hand over resources and equipment to the National Republican Guard that took place at the Escola da Guarda, in Queluz (Sintra).
These vehicles were announced at the end of November by the Prime Minister, Luís Montenegro, and will be acquired under the Law on Programming Infrastructure and Equipment for Security Forces and Services, being an additional acquisition to what was foreseen in the law approved by the previous socialist government for the period 2022-2026.
The minister handed over to the GNR resources and equipment to “reinforce the operational capacity” of the Nature and Environmental Protection Service (SEPNA), road inspection, bicycle and horse patrols in an investment of around one million euros. In total, the corporation received eight semi-rigid boats, 67 conventional bicycles, 17 electric bicycles, 14 weighing instruments and five horse trailers.
This equipment was acquired through the Law on Infrastructure and Equipment Programming for Security Forces and Services, which was the subject of an audit by the Court of Auditors (TdC) released in January, concluding that it presents a reduced budgetary and financial execution rate.
“There was a low rate of budgetary and financial execution of the law, particularly in 2021 (around 41%), a situation that progressively worsened in the following years” falling to 15% in 2022 and settling at 14% in 2023, according to the TdC.
In this sense, the minister highlighted, today in her speech, that the Government is committed to “the proper execution” of the Law on Programming Infrastructure and Equipment for Security Forces and Services.
“In addition to optimizing the law on infrastructure and equipment programming with local authorities, we are resuming inter-institutional cooperation processes for the construction or rehabilitation of police facilities,” he said, adding that over the next few weeks more than 280 vehicles and 220 bicycles will be delivered to the PSP and GNR.
Margarida Blasco stressed that the need for investment in security forces “is pressing”, with “the degradation of facilities, the worn-out vehicle fleet and the lack of resources and equipment being visible”.
The minister also said that the Government is “reinforcing the number of security forces”, having started a new GNR guard course this week with 650 members.
