The invoices to which each taxpayer associated their NIF during 2024 have until this Tuesday to be validated on the Finance Portal, so that the expenses are accounted for as IRS deductions.
This validation is another of the necessary steps to prepare the submission of the annual tax return and must be done to validate and assign to the corresponding deduction type the invoices that have remained pending and also so that taxpayers can register on their own initiative those that have not been communicated to the e-invoice by the person who issued it.
There are several reasons why an invoice may be 'pending', and this is a common situation for companies that have more than one activity registration (CAE), as is the case, for example, with large stores.
As the Finance Portal receives information about who issued the invoice, but not about what the asset was purchased, it is necessary for the taxpayer to indicate whether it is, for example, the purchase of food (which should be channelled into the 'drawer' of general family expenses), or a school book (which goes into the 'drawer' of education expenses).
Invoices from those who issue green receipts, on the other hand, are also always pending, waiting for the taxpayer to inform whether and what portion of the expenses are related to their activity -- this being one of the procedures that will be streamlined from next year, according to the package of tax simplification measures approved by the Government.
Taxpayers benefit from various types of tax deductions, but these are only taken into account when calculating tax if they are duly validated and if their NIF is associated with them when the invoice is issued.
The types of deductions include expenses with education, health (it is necessary to associate a medical prescription when the purchased good is not exempt from VAT, for example), homes, or even with the consumption of newspapers and magazines, public transport, gyms, restaurants, workshops or hairdressers -- through a portion of the VAT paid.
This Tuesday is also the deadline for people with health, training and education expenses incurred outside Portuguese territory, as well as property expenses incurred in another Member State of the European Union or the European Economic Area (with which there is an exchange of information on tax matters) to communicate the corresponding invoices, "inserting the essential data in the e-invoice", according to the information available on the Finance Portal.
After this deadline, taxpayers will be able to consult the calculation of deductible expenses from March 16 to 31, and may also complain about invoices related to general family expenses during this period.
IRS rules also allow taxpayers to refuse the value of deductions (for health, education, real estate and homes) determined by the AT and include the amounts in the annual declaration, which must be submitted from April 1st to June 30th.
