Still don't have money to build a house on your own plot? Then pay a fine! Rosreestr has prepared new sanctions for summer residents, the amounts reach 700 thousand rubles.
Rosreestr has prepared amendments that will increase fines for land owners and summer residents several times over. If the bill is approved and comes into force on March 1, 2026, then the owners of the coveted six hundred square meters will be able to receive a fine of up to 700 thousand rubles simply because they do not have the money now.
First of all, Rosreestr is concerned about the improper use of land plots. Some malicious violators can, for example, open a store in a village in their house built on lands for individual housing construction (IHC) and supply neighbors with food and other essential goods. Someone on IHC or LPH (personal subsidiary farm) plots can open a guest house or set up a glamping site.

Such people can conduct business honestly, conscientiously account for profits, create jobs and pay all taxes, but they will still remain malicious violators - the land documents indicate an inappropriate type of permitted use.
For individuals, the fine will be 0.5-1% of the cadastral value, but no more than 20 thousand rubles. But officials and legal entities can receive a fine of up to 2% of the cadastral value and up to 200 thousand rubles.

Imagine: you bought a plot of land in a village or a summer cottage settlement (land of settlements, as well as garden and vegetable plots), but you cannot start building a house right now. There could be many reasons: banks do not provide mortgages due to the tightening of the Central Bank rules, a child was born and all attention and finances are devoted to him, you are investing in a business, but in the end you got sick...
Rosreestr is not interested in all these excuses: you are simply obliged to immediately use such plots for their intended purpose. Clause 4 of Article 85.1 of the Land Code of the Russian Federation directly indicates that no delay in the development of a land plot is allowed.
— The owner of a land plot from among the lands of populated areas shall begin to use this land plot in accordance with its intended purpose and permitted use from the date of acquisition of rights to it.

Formally, you can receive a fine for an undeveloped plot of land the day after purchasing the land. By the way, on March 1, 2025, rules came into force according to which the development of a plot, that is, the construction of a house, cannot last more than three years. If you did not calculate your financial capabilities and arranged a long-term construction project, you will receive a fine.
A three-year deferment in land development can only be obtained if the site is being prepared for construction. On your land, you must constantly dig, drain, mow - create the appearance of vigorous activity.
You can't just come and lie in a sun lounger on your own land in Russia. For individuals, the fine at the new rates will be 1-1.5% of the cadastral value, or up to 50 thousand rubles if the cadastral value is not determined. For officials - 1.5-2% of the cadastral value, or up to 100 thousand rubles. And for legal entities - 3-5%, or up to 700 thousand rubles.

It turns out to be a tax on poverty: either you pay for the construction, or you pay a fine to the state.
If you buy a plot of land, you will have to invest money in it to avoid a fine, even if you comply with all fire safety regulations and do not pollute the environment with waste.
In the Russian Federation, for example, there are strict rules for using water from boreholes and wells. According to the law "On Subsoil", you can easily build a well or borehole at a depth of up to 5 m. There is no need to talk about the quality of such water - it can only be used for irrigation or technical needs. To get good drinking water, you will have to drill to a depth of 20-80 m. But in this case, there is a risk of hitting the central water supply source in this area.

To avoid trouble, you should contact your local water utility and request maps of the location of aquifers.
Also, under no circumstances should you share water with your neighbors. Drilling one well for several houses is a good way to save money, but it is illegal. Water can only be used for personal needs.
In both cases, subsoil use licensing is required. Without proper registration, there is a risk of receiving a fine of 3-5 thousand rubles for individuals, 30-50 thousand rubles for officials, and from 800 thousand to 1 million rubles for legal entities.

It is also unacceptable to skimp on a toilet on your property, even if no one lives around you. You can't just put a toilet house over a dug hole. It is necessary to bury a sealed waste compartment at a depth of up to three meters and comply with other sanitary standards: the distance to the well should be at least 8 m, to a residential building or bathhouse - at least 12 m. You will have to run a long way. At the same time, it is necessary to take into account the distance to neighboring buildings. Otherwise, there is every chance of paying a fine of 2-3 thousand rubles the first time and 3-5 thousand rubles for a repeat violation.
The rule "my home is my castle" does not apply in the Russian Federation. When you purchase a plot of land, you automatically accept a lot of obligations that inevitably entail large expenses.
