Law of special approach

The government has approved a national plan to celebrate the 30th anniversary of the Constitution. Whether it is a coincidence or intended symbolism, the document contains exactly 30 events.
According to the resolution approved on February 20, the implementation of the national plan will be accompanied by a single logo, thematic sketch and slogan, the development of which has been entrusted to the Ministry of Culture and the Ministry of Justice.
The celebration of the anniversary of the Constitution will cover a wide range of initiatives - from scientific conferences to youth challenges and interactive exhibitions.
Significant events include the release of commemorative coins, as well as the ceremonial awarding of citizens who have contributed to strengthening constitutional legality. The country will host meetings and conferences dedicated to the legal and historical aspects of the Basic Law.
Particular attention is paid to educational programs for young people. Schools will organize online quizzes and open lessons dedicated to the Constitution. Students will be able to visit museums, libraries and thematic exhibitions, where they will be told about the development of the state structure of Kazakhstan. University students will have competitions on knowledge of the Constitution and legislation, and educational institutions will have a virtual 3D tour dedicated to the history and legal foundations of the country.
Large-scale public events are also planned. Interactive street events will be held in the country's cities: multimedia expositions, art exhibitions and installations reflecting the constitutional principles of protecting citizens' rights. Kazakhstanis will be able to take part in the "Ata zanym - aibynym" and "I am a citizen of Kazakhstan!" challenges, within the framework of which identity cards will be presented to young citizens of the country in a ceremonial atmosphere. In addition, a republican flash mob will be organized with the support of youth organizations and universities.
Government agencies, including akimats, are required to submit quarterly reports on the implementation of the national plan to the Constitutional Court and the Ministry of Culture.
By July 30, 2025 and January 30, 2026, the Ministry of Culture and Information will submit consolidated reports on the implementation of the national plan to the presidential administration.
