Russia needs to create additional places in pretrial detention centers, as in some regions the limit has been exceeded for the last five years, according to a Cabinet of Ministers resolution published on the legal information portal. The Russian government has extended the term of the federal program "Development of the Penal System" from 2030 to 2035 with a more than threefold increase in funding - from 105 billion to 359.2 billion rubles. "In 2019-2024, the maximum number of suspects and accused in certain periods of time exceeded the capacity limit of pre-trial detention facilities in a number of constituent entities of the Russian Federation (the republics of Ingushetia, Karelia, Tatarstan, Tyva, Krasnodar, Stavropol Krais, Moscow, Amur, Voronezh, Moscow, Tambov regions, the Khanty-Mansi Autonomous Okrug - Yugra and others), which indicates the need to create additional places in pre-trial detention facilities," the report says. It is separately noted that the current occupancy rate of the pre-trial detention facilities of the Federal Penitentiary Service for the Republic of Crimea and Sevastopol is 103.4%, which is why it is necessary to build a new pre-trial detention facility.
