Russians will be prohibited from taking animals to beaches, according to a draft order from the Russian Emergencies Ministry, published on the federal portal of draft regulatory legal acts.

The document states: "Beach visitors are prohibited from bringing animals with them, with the exception of guide dogs."

In addition, it will be prohibited to swim beyond the buoys, float on unsuitable objects such as sun loungers and logs, play sports outside of specially designated areas, swim while intoxicated, and leave children unattended. The order does not establish liability for violating these rules.

Those responsible for the beaches must provide them with the necessary equipment, regularly monitor cleanliness and check the bottom of the reservoir. The order also specifies that items resembling household waste, such as bottles and canisters, cannot be used to mark the boundaries of the bathing area.

In general, the project contains requirements aimed at ensuring safety on beaches, crossings (except ferries), floating bridges, ice crossings and small boat moorings. The order is expected to enter into force on September 1, 2025 and will be valid until September 1, 2031.
