Completion of construction of the central district hospital in Severo-Kurilsk will cost 2.1 billion rubles

The contractor must complete the building with variable number of storeys and a total area of 6,156 sq. m with two or three storeys, a technical basement and an attic. It will house a clinic designed for 100 visits per shift, with surgical, gynecological and dental offices, a treatment and diagnostic unit and a day hospital with 10 beds and an emergency medical care department.
The second part of the building will be occupied by a 30-bed hospital. It will house a 10-bed surgical department, a maternity and neonatal department with 3 beds each, and a 14-bed therapy department (11 for adults and 3 for children). The Central Regional Hospital will have an operating unit with two intensive care beds, an X-ray unit, a fluorography unit, an ultrasound department, a laboratory, a garage, and a morgue.
It is expected that work to complete construction of the clinic will last from 2025 to 2027.
The existing Central District Hospital on Paramushir Island does not meet seismic stability requirements. Preparations for the construction of a new clinic on the island began in 2014. In 2018, the estimate was recalculated, and the total investment in the project was estimated at 1.5 billion rubles. The funds were planned to be allocated under the federal target program for the socio-economic development of the Kuril Islands.
The first contract for construction and installation works in April 2019 for a total of 1.138 billion rubles was won by the company "Spiro". Initially, the facility was supposed to be commissioned in 2022, but in May 2021, the delay in the construction of the building was 90 days. As explained by the regional government, it was caused by the lack of qualified engineering and technical personnel in the amount of "at least 86 people".
As a result, due to the contractor's repeated violation of intermediate deadlines for the completion of work, as well as requirements for the quality of work and materials, the contract for the construction of the facility was terminated unilaterally in August 2021. Following the recalculation of the estimate documentation, the cost of the project increased by more than 10%, which required a re-examination. A positive conclusion was received only a year later, in June 2022.
In August 2022, the Ministry of Economic Development of the Sakhalin Region announced a new tender for the completion of the Severo-Kurilsk Central District Hospital. A contract worth 1.032 billion rubles was signed with Novoland LLC. According to the terms of the tender, work on the construction of the clinic was to be completed at the end of January 2024, but in 2023, the contractor had to suspend construction due to a mudflow - it changed the situation on the site, the relief changed, and the water damaged the protection of the coastal protection and got into the basement of the clinic. Due to the mudflow, it was necessary to finalize the project: initially, the deadlines were extended until June 2025, and at the end of May 2025, the contract with the company was terminated by agreement of the parties.
