More than one in ten newly built apartments last year was constructed using prefabricated components.

Prefabricated construction has been able to gain market share even in times of weak construction activity, according to the Federal Ministry of Construction. Like the previous government, the current coalition of the CDU/CSU and SPD is also focusing on prefabricated building components on an industrial scale. According to a forecast commissioned by the ministry, around 320,000 new apartments will be needed in Germany every year until 2030.
"Serial construction has become a strategically important tool in Germany for accelerating and increasing the efficiency of housing construction," said a spokeswoman for the Ministry of Construction. The number of apartments built using prefabricated construction has increased from less than 20,000 to around 28,400 last year within ten years. This also increased the share of new housing construction from 8 to 11.5 percent between 2014 and 2024.
However, construction and housing associations continue to criticize problems with public procurement law and inconsistent regulations between federal states. The German Association of Towns and Municipalities sees serial construction as an important contribution to combating the housing shortage. In some cities, such as Mannheim and Berlin, major construction projects in urban districts have recently been realized using serial construction methods.
