DGCP cancels and suspends 47 RPEs linked to corruption

The General Directorate of Public Procurement ( DGCP ) reported that, through Resolution No. DGCP -44-2025-003701, it ordered "the ex officio cancellation and suspension from the State Suppliers Registry ( RPE ) of individuals and legal entities convicted and prosecuted for crimes committed against the public administration."
The director general of the DGCP , Carlos Pimentel Florenzán , explained that the measure "is based on information provided by the Attorney General's Office and the provisions of Law No. 340-06 on Public Procurement and Contracting and its implementing regulations, as well as Law No. 107-13 on the Rights of Individuals in Their Relations with the Administration and on Administrative Procedure."
Pimentel added: "With this resolution, we reaffirm our commitment to guaranteeing the integrity of the National Public Procurement and Contracting System, strengthening controls and ensuring that no supplier convicted of corruption can benefit from state resources."
The DGCP ordered "the ex officio cancellation of the RPE of individuals and legal entities convicted under an approved agreement ."
Among the cancelled registrations are Comercial Viaros, Rogama, SRL, Divamor Group, SRL, Ropalma, SRL, Abastesa, SAS, Constructora Morel Grullón y Asociados, SRL, Espacio & Arquitectura, SRL, Optumus, EIRL, as well as those of Cesarion Morel Grullón, Francisco Pagán and Víctor Matías Encarnación Montero.
Preventive suspensionsThe resolution also orders the "ex officio suspension of the RPE of legal entities that include convicted individuals or legal entities among their partners or directors."
This category includes companies such as Domedical Supply , Fuel American Inc, General Supply Corporations, Wattmax Dominicana, SRL, United Suppliers Corporation, SRL, Ichor Oil and Constructora Alcántara Bobea (Conalbo).
The document also mentions companies linked to those prosecuted for corruption. In the case of Juan Alexis Medina Sánchez , the names are " Comercial Matex , SRL, RNC 101848367 and RPE 2165; Valle de Comatillo, SRL, RNC 131086063 and RPE 44989; Veintisiete 328, SRL, RNC 131360068 and RPE 60982."
In Lisandro José Macarrulla Martínez's case, the following are included : "Tourism Development Management Company, SA, RNC 101771242 and RPE 1609; Condi, SRL, RNC 101633591 and RPE 45860".
Regarding Rigoberto Alcántara Batista, the resolution cites "Ecotourism Investments Hotel Maguana, SRL, RNC 118012197 and RPE 18451; Construction Company Alcántara Sabala Conalsa, SRL, RNC 131140998 and RPE 47649."
The DGCP stated that "suppliers with 'cancelled' status will not be able to contract with the State again, while those with 'suspended' status will be temporarily disqualified until the corresponding judicial process is concluded."
The governing body concluded that "with this action, the DGCP seeks to send, once again, a message to citizens and public market stakeholders: public procurement must be a space of transparency , integrity, and respect for the law, free from suppliers involved in acts of crimes against the public administration."
