The PLD demands transparency and requests an investigation into Inabie.

The Dominican Liberation Party ( PLD ) has asked the government to conduct a comprehensive, public, and timely investigation into public procurement processes that have been highlighted for alleged irregularities at the National Institute of Student Welfare ( INABIE ).
The political organization made its technicians available to Inabie and proposed strengthening internal controls and supervision at each stage of bidding processes, among other measures to ensure the honesty of public procurement processes.
"As a political organization, we know what it means to administer fairly: in the PLD's management of the Inabie, the necessary decisions were made to preserve the transparency and integrity of the processes," they stated.
In his usual Monday press conference, former Inabie director René Jaquez read the official position of the purple group in the presence of its general secretary, Johnny Pujols.
"From 2021 to July 2025, Inabie has not managed to hold a single tender for the contracting of food services and school supplies that has not been plagued by allegations of serious irregularities detrimental to the institution's interests," he charged.
They recalled that the General Directorate of Public Procurement ( DGCP ) and the Anti-Fraud Unit of the Comptroller General's Office (CGR) reported the discovery of serious irregularities in the purchase of school uniforms, backpacks, and shoes, totaling more than six billion pesos.
These findings forced the annulment and re-evaluation of contracts , and the referral of files to the Public Prosecutor's Office for violations of the Procurement and Contracting Law and the Internal Control Law.
"These are not vague allegations or unfounded rumors. We are talking about processes documented by the state institutions themselves. The DGCP , through resolution RIC-0106-2025 , annulled school footwear awards due to serious irregularities.
The Comptroller's Office's Anti-Fraud Unit submitted reports to the Public Prosecutor's Office alleging violations of Law 340-06. And in July 2025, suppliers filed complaints with the PEPCA (National Electoral Commission for Public Prosecutions) alleging bribe payments and arbitrary exclusions from school lunch bidding processes," they added.
The President of the Republic dismissed his first director of Inabie one year and three months after appointing him, and his second director two years and nine months later. Now the institution has a new director who, the PLD hopes, can reverse the distrust generated by the two who preceded him.
Ensure the digital traceability of all processes and files.
Establish timely payments and factoring mechanisms that financially protect supplier MSMEs.
Rigorously verify the physical facilities of bidders and eliminate intermediation or subcontracting mechanisms that increase the cost and concentrate contracting.
Protect whistleblowers from retaliation.
Promote an institutional culture of zero tolerance for corruption.
