Bologna, July 7, 2025 – Michele Guerra di Parma leads the ranking of the most beloved mayors of Emilia-Romagna , even if he loses the national primacy. And Michele de Pascale is placed eighth in the ranking of regional presidents. This is what emerges from the Governance Poll analysis on the approval ratings of mayors and governors, carried out by the Noto Sondaggi polling institute for Il Sole 24 Ore.

The ranking of the most loved mayors

The mayoral ranking is led, at a national level, by Marco Fioravanti (Ascoli Piceno, 70%), who as mentioned takes the sceptre from last year's number one, Michele Guerra (Parma) who with 65%, despite losing 1.2% of consensus compared to the votes obtained on the day of the election, places himself in second position.

To find the other mayors of Emilia-Romagna, we have to go down to ninth position for a tie between 7 mayors who reach 59%. Among these, Jamil Sadegholvaad (Rimini), Alan Fabbri (Ferrara) and Massimo Mezzetti (Modena).

Further down is Marco Massari (Reggio Emilia) who still gains a +1% of consensus and Katia Tarasconi (Piacenza) scores a +3.5% with 57% of the consensus. Slipping down in the rankings is Matteo Lepore (Bologna) who with 53.5% loses 8.4% of the consensus compared to the votes obtained on the day of the election and Gian Luca Zattini (Forlì) who with 51% gains instead a 0.4%.

The mayor of Rimini Jamil Sadegholvaad also enters the top 5 of the first 5 mayors who have increased their consensus to the greatest extent compared to the day of the elections, increasing in this case their consensus by 7.7%. Alan Fabbri also increases his consensus (+1.1%). Massimo Mezzetti (mayor of Modena) loses votes, marking a -4.8%.

Michele de Pascale eighth in the governors' ranking

On the regional presidents front, Massimiliano Fedriga ( Friuli Venezia Giulia, 66.5%) confirms himself for the second consecutive time as the most loved governor, even if he surpasses the president of Veneto Luca Zaia (66%) by only half a point. Eighth place for the governor of Emilia-Romagna, Michele de Pascale who with 54% of the consensus loses 2.77%.

The peculiarity of administrators is proximity , and in a context in which national politics seems increasingly oriented towards international scenarios, as well as those of the national perimeter, Governors and mayors remain to deal with the needs of the territory and if something does not work, whether or not it is the responsibility of the mayors or regional presidents, it is them that citizens blame in the first instance. Those who govern locally become in practice a lightning rod with respect to responsibilities that are not theirs", continues Noto, who concludes "The Governance Poll should absolutely not be confused with voting intentions. It does not analyze a competitive scenario with other competitors, but the choice posed to the interviewees concerns only the administrator in office , regardless of political affiliation, which is not mentioned in the interview. This means that the judgment focuses exclusively on the work and only in this sense should the data be interpreted. The Governance Poll is not a projection of the consensus when the vote will take place, considering that the decision to vote also follows logics of political affiliation beyond the level of approval of the administrator in office".

The Governance Poll 2025 took into consideration 97 provincial capitals and the Regions where the direct election rule is in force. The Municipalities where elections were held in 2025 were not tested, nor those where the mayor was removed or resigned. The interviews were conducted between April and June 2025 using mixed systems: Cati and Cawi. The sample size in each Region was 1,000 subjects and 600 voters in each Municipality, disaggregated by gender, age and area of ​​residence.
