• Pensioners and annuitants who have veteran status, were victims of war repression or are family members of eligible persons may receive a non-refundable electricity allowance.
• In 2025, the monthly amount of this benefit is PLN 312.71 and is paid together with the retirement or disability pension.
• The allowance is intended to cover part of the costs of electricity, heat and gas consumption for domestic purposes in a household.

With rising electricity bills, many people are looking for any help they can get. One solution is the energy flat-rate. This is a non-refundable supplement that is intended to cover part of the costs of consumption:

• electricity,
• thermal energy,
• gas

for basic household purposes.

• veterans and other entitled persons - pensioners, invalids and persons receiving pensions while retired or

  family allowance,

• soldiers of alternative military service compulsorily employed in coal mines, quarries and uranium ore extraction plants and construction battalions,
• widows of soldiers who were forcibly employed and received a pension or disability pension,
• widows or widowers - pensioners and annuitants, survivors of war veterans and other entitled persons.

This means that the energy lump sum can be inherited - in the event of the death of the entitled person, the benefit can be taken over by his or her spouse.

• an application for the energy lump sum allowance is available at the Social Insurance Institution or the Agricultural Social Insurance Fund,
• a decision of the head of the Office for War Veterans and Repressed Persons confirming periods of war veteran activity or repression in the case of war veterans and repressed persons, as well as confirming entitlements as a family member of a war veteran in the case of widows or widowers,
• a certificate from the Military Drafting Office confirming the period and type of compulsory employment as part of alternative military service - in the case of soldiers employed on a compulsory basis,
• a certificate from the appropriate military authority - in the case of widows of soldiers employed on a compulsory basis.

An application for the energy flat-rate allowance can be submitted at any time

- informs the Social Insurance Institution.

When receiving more than one benefit from ZUS, you are entitled to one energy lump sum.

The amount of the energy flat-rate tax is announced in the form of a communiqué by the Head of the Office for War Veterans and Victims of Repression. This is done by the 7th working day of February each year. The communiqué is published in the Official Journal of the Republic of Poland, Monitor Polski. The new amount of the energy flat-rate tax is effective from 1st March of the given year.

From 1 March 2025, the monthly amount of the energy lump sum is PLN 312.71 and is paid together with the retirement or disability pension .

The lump sum is paid together with the pension or disability pension.

Its granting does not depend on the amount of income - there are no property criteria.

This means that every person who meets the statutory conditions can receive the full amount of the benefit, regardless of their financial situation or the amount of benefits received from ZUS or KRUS . The lump sum is also not subject to taxation.

The energy lump sum is payable pursuant to Article 20, paragraph 2, point 3 of the Act on Veterans and Certain Persons Who Are Victims of War and Post-War Repression.
