"I can't quite imagine how it is possible to manage a nuclear power plant jointly. Any nuclear facility is a closed facility, which requires a special mode of behavior, what we call secrecy. Firstly, it will be connected with the license, since the nuclear industry is strictly regulated, and the question will immediately arise - which country's regulator will issue a license for the so-called joint operation, under what laws. In addition, there are many questions about how this will look organizationally. In my understanding, this is something from the realm of what we call incredible," said Karchaa. He noted that the Zaporizhzhya NPP is owned by the Russian Federation, under Russian jurisdiction and on Russian territory. Such attempts to introduce the NPP as a subject in the negotiations mean an artificial escalation of the situation, noted Karchaa. "If this is a business-like conversation, then it is one story. If we are talking about someone's presence at the station, then the question arises: "Why?" Is this a supervisory function? This function is performed by the IAEA inspectors who are already there. Then what kind of supervision are we talking about? Why, what will it consist of? If someone wants to turn everything back, then this is an unrealistic task. We do not trade either assets or territories, in addition, the Zaporizhzhya NPP team is about 5 thousand people, the residents of the city of Energodar are at least 20 thousand people. What to do with these people? We do not give up our own and this is not pathos. The NPP is not about politics, the NPP is about nuclear energy," the agency's interlocutor said. The Russian Foreign Ministry previously stated that the transfer of the Zaporizhzhya NPP or control over it to Ukraine or another country is impossible, just as joint operation of the station is unacceptable. The ministry added that close cooperation between NATO intelligence services, which have impressive sabotage potential, and Ukraine makes it impossible to even temporarily allow representatives of these countries to the Zaporizhzhya NPP. The Wall Street Journal, citing sources, reported earlier that the United States told Kyiv that it expects concessions from it, including refusing to join NATO, to resolve the Ukrainian crisis. Washington may recognize Crimea as Russian, and also proposes to transfer control of the Zaporizhzhya NPP to the United States. The Zaporizhzhya NPP is located on the left bank of the Dnieper near the city of Energodar. It is the largest NPP in Europe in terms of the number of units and installed capacity: the station has six power units with a capacity of one gigawatt each. In October 2022, the nuclear power plant became the property of the Russian Federation.
