The State Duma has revealed how much housing and communal services prices will rise in 2025: what Russians can expect

Deputy Koshelev: Housing and communal services tariffs will increase by an average of 11.9% in 2025

In 2025, housing and communal services tariffs will increase by an average of 11.9%. However, the figures may differ depending on the region. This was stated by Vladimir Koshelev, First Deputy Chairman of the State Duma for Construction and Housing and Communal Services. His words are reported by TASS.
The parliamentarian touched upon the topic of housing and communal services during the Russia-Islamic World forum in Kazan. There he gave a speech, during which he emphasized that the average indexation rate of housing and communal services in 2025 is 11.9%. Moreover, in some regions it may be even lower, while in others, on the contrary, higher. Everything depends on the decisions of the committees of the subjects of the Russian Federation.
“On average across the country, the increase in tariffs is 11.9%,” said Koshelev.
He also explained that the increase in housing and communal services tariffs is related to the level of inflation in Russia, as well as the need to modernize the relevant infrastructure.
Earlier, a similar point of view was expressed by Yulia Kovalenko, associate professor of the basic department of financial control, analysis and audit of the Main Control Department of the city of Moscow of the Plekhanov Russian University of Economics. She emphasized that the cost of housing and communal services could immediately increase to 15 percent. All because of the large-scale reform currently underway. It involves improving utility networks and increasing the quality of services by indexing tariffs.
