Media: Former Director of the NMIC RK Remains in Pretrial Detention Facility

As Stavropol.Media writes with reference to the court rulings available to this portal, at the request of the investigator, the court extended the arrest period for three suspects by two months - until October 23, 2025. The reason for extending the detention was the serious category of the crime and the risk of an attempt by former employees of the NMIC RK to hide from law enforcement agencies. Among the possible accomplices, according to the portal "Bloknot Stavropol", there are representatives of the sanatoriums "Gorny Vozdukh" and "Rossiya".
According to the investigation, the former head of the NMIC RK exceeded his official powers in the rehabilitation of patients with diseases of the central nervous system. The investigation believes that in December 2022, Anatoly Fesyun instructed four sanatoriums to obtain a license for the rehabilitation of patients with neurological diseases. However, as law enforcement officers established, these sanatoriums could not carry out full-fledged rehabilitation under compulsory medical insurance policies, since they did not have special medical equipment.
The sanatoriums treated patients according to the rehabilitation routing scale No. 3, but in the end they allegedly received funds from the Federal Compulsory Medical Insurance Fund according to the routing scale No. 4 and No. 5, which include seriously ill patients who need to stay in a 24-hour intensive care unit. According to law enforcement officials, the health resorts did not purchase the necessary equipment, which excludes the possibility of treating such patients.
According to data for 2023, about a thousand people were treated in the sanatoriums. The investigation believes that healthy people were vacationing there instead of sick people. Thus, according to law enforcement officers, the suspects stole about 160 million rubles from the Compulsory Medical Insurance Fund.
In October 2024, a criminal case was also opened against the head doctor of one of the sanatoriums. The volume of the criminal case already exceeds 40 volumes, the investigation is ongoing.
In May 2025, Anatoly Fesyun's arrest was extended for the first time. At that time, the investigator stated that the suspects should be left in pretrial detention, as they could escape prosecution, allegedly "the alleged accomplices could develop a unified position, put pressure on witnesses or leave the country."
Anatoly Fesyun headed the NMIC RK from 2018 to 2024. In January 2025, it became known that he would be replaced as director by Natalia Zubareva. Before her appointment, she was acting senior adviser to the governor of the Kursk region and oversaw education and demography issues.
