#1 The Russian Ministry of Health has updated the Procedure for organizing medical care using telemedicine technologies. The regulations will be in effect from September 1, 2025, for six years. One of the main innovations is the ability to use medical decision support systems, which are medical devices and refer to software using AI technologies, when conducting deferred consultations.

#2 The State Fund "Circle of Good" presented a report on its activities for 2024. During this period, the organization received 200.5 billion rubles from the increased tax rate for specialists of 2% (with an annual salary of over 5 million rubles), of which the fund spent 200.1 billion rubles. The document emphasizes that at the end of the year, "the fund's budget execution was almost 100%." ​​Previously, the percentage of funds spent was significantly lower: 41% in 2021 and 2022, 83% in 2023. The Circle of Good explained that the progress in the indicators is due to changes in the fund's financing system: in 2024, the government formed a three-year plan for the Circle of Good, which clearly, with a consistent increase, outlined the budget volumes for 2024, 2025 and 2026. Before this, the organization's allocations were allocated gradually throughout the year.

Medical rehabilitation

The Ministry of Labor of the Russian Federation has approved the Standard for the provision of services for the social and psychological rehabilitation and habilitation of disabled people who have suffered an injury, wound, concussion, or mutilation in connection with military operations. Among other things, the document contains a list of rehabilitation measures, a list of specialists involved in their implementation, indicators for the duration of assistance are recorded, the names of the required equipment are listed, as well as other aspects. For example, during psychological counseling, such methods, approaches, and directions as desensitization and processing by eye movement, cognitive behavioral therapy, and others can be used.

Medical products market

The Ministry of Labor has added new items to the List of medical and social indications/contraindications for providing disabled people with technical rehabilitation devices (TRD) - the list of TRD includes urological pads for men and women with a total moisture absorption of at least 450 and 750 grams. Such products will be used for persistent severe urinary dysfunction due to diseases, consequences of injuries, malformations of the central peripheral nervous system, as well as for urinary incontinence of at least 600 ml over eight hours. Contraindications include allergic reactions to the material from which the products are made.

Air ambulance

The Russian government has once again appointed a structure of the Rostec state corporation, the National Air Ambulance Service (NAAS), as the sole provider of air medical services in a number of regions of the Russian Federation in 2025 and 2026. NAAS had a monopoly status throughout the country from 2018 to 2021. According to the conditions established by the new order, the company must fulfill at least 50% of the state order independently, and use the services of subcontractors to implement the remaining volume of the state order. The document covers the most budget-intensive state orders, which previously often went to local airlines, despite the monopoly status of the Rostec structure - in the Republic of Yakutia (ALROSA, Polar Airlines), Krasnoyarsk Krai (Aerogeo, JSC Naryan-Mar United Aviation Squadron), Yamalo-Nenets Autonomous Okrug (Yamal) and Khanty-Mansiysk Autonomous Okrug-Yugra (UTair - Helicopter Services), with a total volume of more than 5 billion rubles annually.

Pharmaceutical business

The Russian government has approved a resolution prepared by the Ministry of Economic Development, which specifies the list of areas of scientific and technological activity carried out on the territory of the innovative scientific and technological center (ISTC) "Russky" in Primorsky Krai. Biomedicine and pharmaceuticals were included in the list as separate specializations. The decision was prepared based on the consideration of issues with potential participants and partners of the ISTC. Previously, the areas were included in the general group "biotechnology".

Career

Russian President Vladimir Putin approved the composition of the RAS Board of Trustees, established in May last year. The list includes 21 participants, including Deputy Prime Minister of the Russian Federation Tatyana Golikova, Minister of Science and Higher Education Valery Falkov, CEO of Rostec State Corporation Sergey Chemezov and others. Vladimir Putin became the Chairman of the Board. RAS representatives note that the Board of Trustees will facilitate the resolution of a number of pressing scientific issues, as well as strengthen the position of the Academy "in the structure of state and public institutions, and enhance its status."

Danish pharmaceutical company Novo Nordisk has announced the upcoming departure of Lars Jorgensen as CEO, a position he took up in January 2017. The manufacturer is currently looking for a new manager for the vacant position. Jorgensen himself will continue to lead the company until a successor is found to ensure a "smooth transition to new management."
