Standard for psychological rehabilitation of disabled combat veterans approved

According to the standard, services can be provided in stationary, semi-stationary and home forms, including using telecommunication technologies. The form is determined depending on the patient's condition and the degree of severity of restrictions in the main categories of life activities: the ability to self-service and independent movement, orientation in space, control of one's behavior, attendance at a rehabilitation group, etc.
Rehabilitation services, as specified in the order, must be provided in accordance with the recommendations of the individual program of the disabled person. The standard can be applied to target rehabilitation groups, which include patients who have suffered injuries to the upper and lower extremities, burns, frostbite, spinal injuries, damage to the organs of vision, breathing, hearing and other injuries.
A rehabilitation organization providing services must have all the necessary equipment and specialists. Thus, according to the standard, the mandatory categories of medical workers must include a medical psychologist or psychologist. Among the recommended ones are a psychotherapist, a sexologist, a psychiatrist, a Russian sign language interpreter, and a tiflosurdo interpreter.
The activities include social and psychological diagnostics, information, psychological counseling, psychological correction, psychological training, and social and psychological education. During these activities, information must be analyzed to determine a further program, the mental activity and personality traits of the disabled person must be studied, the severity and intensity of traumatic experiences must be removed or reduced, skills must be developed to overcome inadequate stereotypes of responding to unforeseen and stressful situations, and other tasks must be completed.
During psychological counseling, such methods, approaches and directions as eye movement desensitization and reprocessing, cognitive behavioral therapy, family psychotherapy, catathymic-imaginative psychotherapy, existential psychotherapy and other methods can be used.
In March 2025, Russian President Vladimir Putin signed a decree on the creation of a commission of the State Council of Russia on issues of supporting combat veterans - participants in a special military operation, as well as their family members. One of the main tasks of the commission will be to develop proposals for improving the organization of medical care, including psychological and psychotherapeutic, social services, providing this group with technical rehabilitation equipment and medicines.
In May 2025, the Russian Ministry of Labor approved a standard for providing services for social and environmental rehabilitation and habilitation of disabled combat veterans. The document sets out the actions of organizations when providing services, a list of specialists involved, and the content of the activities.
